Job Overview: The Deputy CountryDirector - Programs (DCD-Programs) is tasked with providing leadership and management for strategic programming within the organization. This role involves overseeing the development, quality, and accountability of SI's programs. The DCD-Programs ensures that program activities are coherent, driven by needs, adaptable to changes in context, and conflict-sensitive. The position requires close collaboration with Field Coordinators and Support Services to address operational constraints. The DCD-Programs will lead a team of technical coordinators and advisors, promoting technical expertise and quality programming in direct liaison with program teams. The role also includes the responsibility of rolling out institutional workstreams and cross-cutting themes in collaboration with the Programs coordination-team" style="border-bottom: 1px dotted #007bff !important;">coordination team and Field Coordinators.
Duties and Responsibilities: The DCD-Programs will have several key responsibilities, including:
Providing leadership and management for strategic programming, ensuring internal coherence between program activities.
Monitoring program implementation closely, especially in remote settings, and adapting to the volatile environment in Myanmar.
Revising operational models to address critical underfunding in protracted sub-crises.
Developing alternative fundraising strategies in relevant areas.
Finalizing programming strategies in collaboration with the Country Director and field coordinators, adapting needs assessments and access capacities to review programming priorities.
Supporting localization processes by identifying relevant partners and updating partnership strategies.
Ensuring that programs are monitored closely and resourced appropriately, while also adapting to contextual changes and donor requirements.
Required Qualifications: Candidates must possess a strong educational background and relevant experience in the humanitarian sector. The ideal candidate will have a Master's degree in Humanitarian Affairs, Programming, or International Affairs. Additionally, candidates should have at least 5 years of experience in the humanitarian sector, with 3 to 4 years in a similar position. Specific technical skills required include extensive knowledge of project cycle management and monitoring tools, operational monitoring, and improvement of programmatic delivery in constrained areas. Candidates should also have experience in partnerships mapping and development, as well as strong leadership and coordination skills.
Educational Background: A Master's degree in Humanitarian Affairs, Programming, or International Affairs is required for this position. This educational background is essential for understanding the complexities of humanitarian work and for effectively managing programs in challenging environments.
Experience: Candidates should have a minimum of 5 years of experience in the humanitarian sector, with at least 3 to 4 years in a similar leadership role. This experience should include managing programs in complex and volatile environments, as well as a proven track record of successful project implementation and monitoring.
Languages: Fluency in English is mandatory for this position. Additionally, proficiency in French is considered a strong asset due to the number of grants funded by French sources that require communication in French. Knowledge of Burmese is also a strong asset, as it facilitates communication within the local context.
Additional Notes: The position is a salaried role with a starting salary of EUR 3080 gross per month, which includes a base salary of EUR 2800 and a 10% annual leave allowance paid monthly. A monthly Per Diem of USD 600 is also provided. SI covers accommodation costs and travel expenses between the expatriate's country of origin and the place of assignment. The contract duration is for 12 months, with breaks implemented at the rate of 7 working days every three months, along with a USD 850 break allowance. Expatriates benefit from a comprehensive insurance package covering healthcare expenses, including medical, surgical, dental, and repatriation costs. Living conditions in Yangon are reported to be very good, with access to necessary services and a variety of social and sporting activities. The position is not currently available for family packages.
