Job Overview: The SEA Victims’ Rights Officer will play a crucial role in supporting victims of sexual exploitation and abuse (SEA) within the framework of UNFPA's mission. This position requires a victim-centered, gender-sensitive, and non-discriminatory approach to assist SEA victims effectively. The officer will work closely with Interagency PSEA Coordinators and various stakeholders to ensure that victims receive the necessary support and assistance. The role involves coordinating project activities, monitoring progress, and ensuring compliance with UNFPA procedures and European Union humanitarian aid requirements. The officer will also be responsible for promoting accountability and transparency in addressing SEA incidents, thereby contributing to a safer environment for all individuals.
Duties and Responsibilities: The SEA Victims’ Rights Officer will undertake a variety of tasks, including but not limited to: supporting the implementation of policies and programs related to victims’ assistance; facilitating training and coordination with key stakeholders; conducting mapping exercises to identify available services for SEA victims; advising on individual cases requiring assistance; providing guidance on best practices and policies; supporting the development of project proposals for funding; assisting victims in reporting incidents and accessing support services; maintaining regular contact with victims; monitoring and documenting assistance provided; participating in coordination meetings; and conducting SEA risk assessments. The officer will also be responsible for maintaining the SEA allegations tracker and ensuring that data is collected and analyzed to inform policy and programmatic interventions.
Required Qualifications: Candidates must possess an advanced degree in Public Health, Social Sciences, Project Management, or a related field. They should have up to 2 years of relevant experience in child protection, gender-based violence, or human rights. Experience in developing and facilitating training activities is essential, along with the ability to handle sensitive issues with discretion. Familiarity with data protection measures is required, as is prior work in humanitarian or development settings, particularly with PSEA initiatives. A strong understanding of international development and humanitarian architecture, as well as knowledge of the UN system, is also necessary.
Educational Background: An advanced degree in Public Health, Social Sciences, Project Management, or a related field is required for this position. This educational background is essential to ensure that the candidate has the necessary knowledge and skills to effectively support victims of sexual exploitation and abuse and to navigate the complexities of humanitarian and development work.
Experience: The position requires up to 2 years of relevant and progressive technical-level experience in fields such as child protection, gender-based violence, or human rights. Candidates should have experience in developing and facilitating training and capacity-building activities, as well as a demonstrated ability to handle sensitive issues with discretion. Prior work in humanitarian or development settings, particularly with direct involvement in PSEA initiatives, is highly desirable.
Languages: Proficiency in English and the Myanmar language is mandatory for this position. Additionally, fluency in other ethnic languages such as Shan, Karen, Kachin, or Rohingya is considered an asset, as it can enhance communication with diverse communities and improve the effectiveness of victim support services.
