Job Overview: The Technical Specialist for WASH Rehabilitation will play a crucial role in the restoration and scaling up of water and health care waste management systems in selected hospitals in Myanmar, particularly in areas affected by the recent earthquakes. This position is designed to provide technical oversight in the assessment of secondary hospitals, supervise rehabilitation works, and support project implementation stages. The incumbent will work closely with the WHO UHC Team Lead and other stakeholders to ensure that the rehabilitation efforts align with WHO standards for WASH in health care facilities. The role involves conducting assessments, supervising engineering works, and building local capacity to improve WASH infrastructure in health facilities, ultimately aiming to reduce the risk of hospital-acquired infections and enhance resilience against future emergencies.
Duties and Responsibilities: The incumbent will be responsible for a variety of tasks, including but not limited to: 1) Providing specialized technical support to the WHO UHC Team Lead; 2) Assessing the requirements for restoration of water and health care waste management systems in selected hospitals; 3) Supervising engineering works performed by third-party contractors; 4) Supporting the design and installation of water systems and accessible sanitation facilities; 5) Building local capacity and ensuring compliance with WHO standards; 6) Conducting site visits and coordinating with national health authorities; 7) Developing detailed bills of quantities and cost estimates; 8) Preparing terms of reference for contractors and conducting technical evaluations; 9) Coordinating with various stakeholders regarding project progress; 10) Monitoring the execution of works and preparing project reports; 11) Supporting the handover of completed works; 12) Providing technical engineering advice and troubleshooting; 13) Drafting evaluation or situation reports; 14) Developing a project-specific risk register; 15) Performing any other related duties as required.
Required Qualifications: Candidates must possess a strong background in engineering, particularly in water and sanitation systems, with a focus on health care facilities. They should have experience in project management, technical assessments, and working with international organizations. Knowledge of WHO standards and guidelines for WASH in health care settings is essential. The ability to work collaboratively with diverse teams and stakeholders is crucial, as is a commitment to ethical standards and integrity in professional conduct.
Educational Background: A degree in civil engineering, environmental engineering, or a related field is required. Advanced degrees or specialized training in water and sanitation engineering or public health will be considered an asset. Candidates must have their qualifications recognized by the World Higher Education Database (WHED).
Experience: A minimum of 5 years of relevant professional experience in engineering, particularly in the context of water and sanitation in health care facilities, is required. Experience working in emergency settings and with international organizations, particularly in the health sector, is highly desirable. Proven track record of managing projects and supervising contractors is essential.
Languages: Fluency in English is mandatory, both written and spoken. Knowledge of Myanmar language is highly desirable, as it will facilitate communication with local stakeholders and project beneficiaries. Additional languages may be considered an asset.
Additional Notes: This position is subject to local recruitment and will be filled by candidates from the local commuting area of Yangon. The contract duration and terms will be discussed during the interview process.
