Job Overview:
The People & Culture Officer position at FHI 360 in Myanmar is designed to provide comprehensive support in various functional areas of human resources, including recruitment, employee relations, HRIS (Human Resource Information System), and learning and development. The officer will manage employee benefits and welfare programs, ensuring the execution of HR administrative processes and support. This role is crucial for maintaining a positive work environment and ensuring that all HR-related activities align with the organization's mission and values. The officer will be responsible for processing forms and system updates related to new hires, changes in employee status, performance evaluations, benefits changes, and separations. The position requires a proactive approach to managing employee relations and fostering a culture of engagement and development within the organization.

Duties and Responsibilities:
The key responsibilities of the People & Culture Officer include coordinating the posting of job openings on internal and external websites, determining applicant qualifications by analyzing responses, verifying references, and comparing qualifications to job requirements. The officer will develop and maintain candidate records for interviews and perform background and reference checks. They will manage candidates throughout the entire recruitment process, from initial contact to hire date, and respond to inquiries from candidates and hiring managers regarding job openings and position postings. Additionally, the officer will oversee the new employee onboarding process, ensuring that all necessary documents are completed and that personnel files are up-to-date. They will serve as the initial point of contact for employees with questions related to their personal information and welfare benefits. The officer will also manage employee time reporting systems, monitor timesheet status for compliance, and ensure employees receive necessary training on time reporting policies. In terms of learning and development, the officer will manage communication efforts to increase employee awareness of FHI 360's values and staff development programs, coordinate employee recognition programs, and handle payroll administration by coordinating with finance on payroll preparation. Furthermore, the officer will manage staff health and life insurance, social security" style="border-bottom: 1px dotted #007bff !important;">security benefits, and annual physical checkups, while implementing HR policies and procedures for local employees.

Required Qualifications:
Candidates for the People & Culture Officer position should possess a working knowledge of Human Resources Management and the ability to manage multiple tasks simultaneously with accuracy and timeliness. Superior written and oral communication skills in both English and Myanmar are essential, along with strong interpersonal skills. Proficiency in computer applications, including MS Windows, Excel, and PowerPoint, is required. The ability to work effectively with cultural differences and an understanding of the ethical issues surrounding human resources is also necessary.

Educational Background:
A Bachelor's Degree or Master's Degree with an emphasis in business or human resources is preferred for this position. Candidates with prior experience working in a non-governmental organization (NGO) will have an advantage, as this background is highly valued in the context of FHI 360's mission and operations.

Experience:
The ideal candidate should have 3-5 years of human resources generalist experience, preferably with multi-national companies or international non-profit organizations. This level of experience is crucial for understanding the complexities of HR functions in a diverse and dynamic work environment.

Languages:
Proficiency in English and Myanmar is mandatory for this position. Additional language skills may be considered an asset, particularly if they enhance communication with diverse employee populations or stakeholders.

This position operates within a matrix reporting structure, with a primary reporting relationship to the Regional Hub and a secondary relationship to the Country Office. The role is expected to support country leadership on operational implementation and day-to-day priorities, ensuring alignment with local needs and organizational standards.
