Job Overview: The Financial Manager position is crucial for overseeing the financial management of partners, ensuring accurate budget monitoring, compliance with donor and organizational regulations, and the proper utilization of funds. The role encompasses supervising the accounting process, validating financial documents, and ensuring timely and accurate finance report checks and validations. Additionally, the Financial Manager is responsible for cash flow planning and fund transfers, identifying financial risks, and supporting decision-making through analysis and forecasting. The position also involves ensuring adherence to administrative, financial, and HR procedures, while contributing to the strengthening of partners' financial capacity and overall accountability. Specific challenges include managing partnerships effectively, ensuring programmatic quality and timely implementation, and navigating remote management with limited access to the field. The first priorities for the role include overseeing partners' financial management, developing a detailed training plan for the incoming National Finance Manager, and implementing this training plan to ensure a smooth transition and continuity in the role.
Duties and Responsibilities: The Financial Manager will be responsible for the following duties and responsibilities:
Oversee partners' financial management, ensuring compliance with donor and organizational regulations.
Monitor and validate financial documents and reports, ensuring accuracy and timeliness.
Manage cash flow planning and fund transfers, identifying and mitigating financial risks.
Proven experience in partnership financial management and capacity building.
Strong coordination and communication skills.
Ability to work autonomously and adapt to changing circumstances.
Excellent problem-solving abilities.
Educational Background: Candidates must have a higher diploma in International Relations, Financial Management, or a related field. This educational background is essential for understanding the complexities of financial management within the humanitarian sector and ensuring compliance with various regulations and standards.
Experience: The position requires a minimum of 2 years of experience in the humanitarian sector, with at least 2 years in similar financial management roles. This experience is crucial for effectively overseeing financial operations and ensuring compliance with donor and organizational regulations.
Languages: Fluency in English is mandatory for this position. Knowledge of Burmese is considered an asset, as it may facilitate communication with local partners and stakeholders.

The position is based in Yangon, Myanmar, and includes a competitive salary starting from EUR 2,310 gross per month, which includes a base salary and an annual leave allowance. Additionally, a monthly Per Diem of 600 USD is provided. SI covers accommodation and travel expenses between the expatriate's home country and the place of assignment. During the mission, a system of alternating work and vacations is implemented, allowing for breaks every three months. Expatriates are covered by a comprehensive insurance policy that reimburses healthcare costs and includes a contingency plan for war risks.
