Job Overview:
The GBV Programme Officer will play a crucial role in enhancing the impact of gender-based violence (GBV) interventions within the framework of UNFPA's mission in Myanmar. This position is designed for an individual consultant who will provide technical and programmatic support to ensure the quality implementation and rigorous monitoring of GBV interventions. The consultant will work closely with the MHPSS Programme Analysts and GBV Programme Analysts based in UNFPA field offices to ensure that all GBV programming adheres to established guidelines and best practices. The role requires a commitment to transparency, exceptional resource management, and a drive to deliver high-impact results. The GBV Programme Officer will be responsible for ensuring that UNFPA-supported service delivery points maintain high standards of care and that all interventions are survivor-centered and contextually appropriate. This position is vital for advancing gender equality and improving access to integrated sexual and reproductive health services in Myanmar, particularly in humanitarian settings.

Duties and Responsibilities:
The GBV Programme Officer will undertake a variety of tasks under the guidance of the Coordination Specialist, GBV & MHPSS, and in collaboration with the Programme Manager WGF. Key responsibilities include:
  • Providing technical assistance to ensure adherence to GBV guiding principles across all UNFPA-supported GBV programme interventions in Myanmar.
  • Collaborating with GBV Programme Analysts to support implementing partners in delivering high-quality GBV case management services.
  • Ensuring compliance with IASC GBV Case Management Guidelines at all service delivery points.
  • Conducting regular supervision and case reviews with technical staff of implementing partners.
  • Integrating GBV, Sexual and Reproductive Health (SRH), and Mental Health and psychosocial-support" style="border-bottom: 1px dotted #007bff !important;">Psychosocial Support (MHPSS) services effectively.
  • Conducting capacity-building initiatives for implementing partners and overseeing GBV-related training.
  • Supporting the planning and allocation of resources for programme activities and identifying trends in project locations.
  • Preparing donor reports and internal situation reports, and participating in key technical coordination bodies.
  • Monitoring and evaluating the implementation status of GBV programmes and conducting safety audits. 1
  • Collating best practices and human interest stories related to GBV programming.

Required Qualifications:
Candidates must possess an advanced university degree (Master's degree or equivalent) in social sciences, psychology, social work, law, gender studies, human rights, or related fields. Additionally, a minimum of 2 years of progressive humanitarian experience, particularly in programme management, is required. Candidates should have experience in conducting training or facilitating capacity-building initiatives, as well as a strong understanding of protection concerns in humanitarian settings. Organizational skills, the ability to work independently, and a commitment to confidentiality and ethical data sharing are essential. Candidates must demonstrate the ability to work effectively with multiple stakeholders in a fast-paced environment and possess strong interpersonal skills to navigate diverse socio-cultural contexts.

Educational Background:
The educational background required for this position includes an advanced university degree (Master's degree or equivalent) in relevant fields such as social sciences, psychology, social work, law, gender studies, or human rights. This advanced education is critical for understanding the complexities of gender-based violence and the necessary interventions to address it effectively.

Experience:
The position requires a minimum of 2 years of progressive humanitarian experience, particularly in programme management. Candidates should have a proven track record of conducting training and facilitating capacity-building initiatives, as well as a deep understanding of protection concerns in humanitarian settings. Experience in working with diverse stakeholders and managing multiple projects simultaneously is essential for success in this role.

Languages:
Proficiency in English and Myanmar languages is mandatory for this position. Additionally, fluency in other ethnic languages such as Shan, Karen, Kachin, or Rohingya is considered an asset, as it enhances communication and engagement with diverse communities in Myanmar.

Additional Notes:
This consultancy assignment is full-time for a duration of 11 months, commencing on the contract start date. The consultant will be based at the UNFPA Country Office in Yangon, with field missions as required, subject to security" style="border-bottom: 1px dotted #007bff !important;">security conditions.
