Job Overview: The ICLA Specialist will play a crucial role in the Myanmar mission by leading the technical development of the Information, Counselling, and Legal Assistance (ICLA) core competency. This position involves setting strategic directions and ensuring quality assurance across ICLA initiatives. The role holder will be responsible for mentoring and training ICLA staff, thereby enhancing their capacity to deliver effective legal assistance in humanitarian contexts. The ICLA Specialist will also engage in fundraising activities, develop proposals and budgets, and prepare donor reports. The position requires a strategic leader who can identify trends, technical standards, and donor priorities, ensuring that the ICLA program aligns with the needs of affected populations and adheres to best practices in the field.
Duties and Responsibilities: The ICLA Specialist will be responsible for the following duties:
Develop and implement the ICLA strategy, providing technical guidance and ensuring alignment with NRC's overall mission.
Create macro logical frameworks to guide program development and implementation.
Lead fundraising efforts, including proposal writing, budget development, and donor reporting.
Identify trends and technical standards relevant to ICLA and ensure that the program meets donor priorities.
Ensure technical quality and synergies in project implementation across various initiatives.
Extract key learnings from project experiences and incorporate them into future development processes.
Build the capacity of technical staff through training and mentorship.
Develop and maintain stakeholder relations, networking, and partnerships to enhance program effectiveness.
Represent NRC in relevant forums, clusters, and working groups to advocate for the needs of affected populations.
Required Qualifications: Candidates must possess legal assistance expertise, particularly in humanitarian or recovery contexts. Proficiency in Information, Counselling, and Legal Assistance is essential, along with experience in market analysis, cash-based interventions, and market-based programs. The ideal candidate should have exposure to complex and volatile contexts and demonstrate strong leadership and strategic thinking skills. Additionally, candidates should be able to work collaboratively with diverse stakeholders and possess excellent communication skills.
Educational Background: A relevant degree in law, social sciences, or a related field is required for this position. Advanced qualifications or certifications in humanitarian assistance, legal aid, or related disciplines will be considered an asset. Continuous professional development in relevant areas is encouraged to ensure the specialist remains updated on best practices and emerging trends in the field.
Experience: Candidates should have a minimum of 5 years of experience in legal assistance or related fields, particularly within humanitarian settings. Experience in program management, capacity building, and stakeholder engagement is highly desirable. Proven track record in developing and implementing strategies that address the needs of displaced populations is essential for this role.
Languages: Fluency in English, both written and verbal, is mandatory for this position. Proficiency in additional languages relevant to the local context, such as Burmese, is considered a strong asset and may enhance communication with beneficiaries and stakeholders.
Additional Notes: This position is based in Yangon, Myanmar, and is offered on a 12-month contract basis. The role may require approximately 25% travel within the country. The position is classified as Grade 9 in NRC’s National Salary Scale, which includes a competitive compensation and benefits package.
