Job Overview:
The Human Resources Officer (HRO) position is a critical role within the Human Resources Department at Action Against Hunger's Juba Office in South Sudan. The HRO will be responsible for creating a conducive working environment and overseeing various HR functions, including payroll and benefits management, contract management, onboarding, HR reporting, flight bookings, and HR audits. This role is essential for ensuring the retention and growth of Action Against Hunger employees by providing comprehensive HR assistance and implementing activities that positively impact employee satisfaction and performance. The HRO will report directly to the Head of the Human Resources Department and will play a key role in managing HR and administrative transactions, ensuring compliance with labor laws, and maintaining high standards of service delivery.

Duties and Responsibilities:
The duties and responsibilities of the Human Resources Officer include managing all aspects of contract tracking and personnel administration for Host Country National (HCN) employees, preparing and managing new contracts, extensions, and related documentation. The HRO will act as the focal point for HCN medical insurance issues, issue insurance forms to new employees, and analyze and process employee reimbursements. Additionally, the HRO will manage travel arrangements for HCNs and TCNs, process payroll in compliance with South Sudan labor laws, administer benefits for exiting employees, prepare treasury forecasts for the HR department, and ensure timely service delivery by addressing payroll-related issues. The HRO will also collaborate with the HR Manager on employee benefits, compile monthly HR data reports, and lead follow-ups on timesheets and documentation.

Required Qualifications:
Candidates must possess a Bachelor’s degree, preferably in Human Resources or a related field. A minimum of 5 years of professional experience in HR and/or administration is required. Proficiency in MS Office Suite, particularly Excel, is essential. Strong organizational and time management skills, excellent interpersonal and communication skills, and the ability to work in a high-pressure environment are also necessary. Candidates must demonstrate a commitment to confidentiality, fairness, and discretion in HR practices. Additionally, applicants must be South Sudanese citizens.

Educational Background:
The educational background required for this position includes a Bachelor’s degree in Human Resources, Business Administration, or a related field. This educational foundation is crucial for understanding HR principles, labor laws, and effective management practices that are essential for the role of Human Resources Officer.

Experience:
The position requires at least 5 years of professional experience in human resources and/or administration. This experience should include a comprehensive understanding of HR processes, payroll management, contract administration, and employee benefits. Candidates should have a proven track record of delivering results in HR functions and managing complex HR issues in a dynamic environment.

Languages:
Fluency in written and spoken English is mandatory for this position. Proficiency in additional languages may be considered an asset, particularly if it enhances communication with diverse staff and stakeholders in the organization.

Additional Notes:
The Human Resources Officer position is a full-time role based in Juba, South Sudan. The incumbent will be expected to work at least five days a week and may need to work outside normal office hours or on weekends as required. The role may involve travel to field locations, where employees may face challenging living conditions and security risks.
