Job Overview: The Procurement Manager is a pivotal role within the mission, responsible for overseeing all procurement management needs. This position requires close collaboration with the Support Service Director to ensure that all mission requirements are met efficiently and in a timely manner. The Procurement Manager will be tasked with ensuring compliance with ACF policies and donor regulations while managing supplier relationships and optimizing the supply chain. The role is designed to support the humanitarian mission of ACF by ensuring that goods and services are procured effectively, thereby facilitating program delivery. The Procurement Manager will engage with various internal departments, field teams, and external stakeholders to ensure seamless operations and compliance with industry best practices.
Duties and Responsibilities: The Procurement Manager will be responsible for a comprehensive set of duties, including but not limited to:
Efficient Procurement & Supply Chain Management: Develop and implement procurement plans aligned with program needs and budgets, ensuring transparent and competitive processes. Monitor market trends for cost-saving opportunities and maintain a supplier database.
Supplier & Contract Management: Negotiate contracts with suppliers, establish long-term agreements, and conduct regular evaluations to ensure performance standards are met.
Compliance & Reporting: Ensure all procurement activities comply with ACF and donor regulations, maintain documentation for audit readiness, and prepare monthly performance reports.
Risk Management: Identify risks in the supply chain, develop mitigation strategies, and implement fraud prevention measures.
Supervise & Lead Procurement Team: Oversee and mentor procurement staff, conduct training sessions, and facilitate regular meetings to ensure alignment on priorities and operational updates.
Required Qualifications: Candidates must possess a Master's Degree in Supply Chain Management and Logistics, along with a minimum of 5 years of work experience in the humanitarian relief or development sector, specifically in logistics or procurement roles. Strong communication skills, particularly in English, both spoken and written, are essential. Candidates should also demonstrate good computer skills, particularly in Word and Excel, and possess the ability to work under pressure and meet deadlines.
Educational Background: A Master's Degree in Supply Chain Management and Logistics is required for this position. This advanced degree should provide the candidate with a comprehensive understanding of procurement processes, supply chain management, and logistics principles, which are critical for the effective execution of the role.
Experience: The ideal candidate should have at least 5 years of relevant work experience, preferably in the humanitarian relief or development sector. Experience in logistics or procurement roles is essential, as it equips the candidate with the necessary skills to manage procurement processes effectively and navigate the complexities of supply chain management in challenging environments.
Languages: Fluency in English, both spoken and written, is mandatory for this position. Additionally, proficiency in local dialects and the Arabic language is required, as it will facilitate communication with local suppliers and stakeholders.
Additional Notes: This position is full-time and requires the incumbent to work at least five days a week, with the possibility of working outside normal office hours or on weekends as needed. The role may also involve travel for domestic and international business purposes, which could expose the employee to high-security risks and basic living conditions.
