Job Overview:
The Procurement & Logistics Associate will be responsible for the execution of procurement activities and services for the HIV grant in Pakistan. This role involves ensuring compliance with UNDP rules, policies, and procedures while working closely with national and provincial stakeholders, sub-recipients, and other partners. The associate will manage procurement logistics processes, including the reception and storage of health commodities, customs clearance, and the dispatch of products. Additionally, the associate will prepare procurement plans, conduct market research, and develop sourcing strategies to ensure timely delivery of goods and services. The position requires a proactive approach to risk management and the ability to engage with various stakeholders to strengthen national systems and health institutions.

Duties and Responsibilities:
  • Efficient management of procurement logistic processes, including the reception and storage of commodities, customs clearance, and tracking deliveries.
  • Management of procurement processes, including preparation of procurement plans, conducting RFQs, ITBs, or RFPs, and preparing Purchase Orders (POs) and contracts.
  • Development and implementation of sourcing strategies and e-procurement tools, including supplier evaluation and performance measurement.
  • Organization of logistical services to ensure timely delivery of goods and services, including monitoring shipments and advising on corrective actions.
  • Facilitation of capacity building and knowledge sharing with implementing partners and stakeholders to strengthen national systems and health institutions.

Required Qualifications:
Candidates must possess a minimum of 7 years of relevant experience in procurement and logistics management with a secondary education (12 Grade) or 4 years of experience with a Bachelor’s degree in a relevant field. CIPS level 3 certification is highly desirable, and candidates holding this certification at the time of application will have a distinct advantage. Proficiency in computer applications and office software is required, along with experience in international organizations and knowledge of health product logistics.

Educational Background:
A secondary education (12 Grade) is required, or a Bachelor’s degree in Supply Chain, Procurement, Project Management, Administration, Management, Pharmacy, or a related discipline is preferred. CIPS level 3 certification is highly desirable and should be obtained within one year of recruitment if not already held.

Experience:
The position requires a minimum of 7 years of relevant experience in procurement and logistics management for candidates with a secondary education or 4 years for those with a Bachelor’s degree. Experience in an international organization and knowledge of UNDP rules and regulations is an asset. Candidates should also have experience in facilitating capacity building.

Languages:
Fluency in English and Urdu is required for this position. Proficiency in additional languages may be considered an asset.

Additional Notes:
The position is full-time and involves working closely with various stakeholders, including national and provincial entities, NGOs, and UN partners. The role may require travel within Pakistan to support logistics and procurement activities. UNDP has a zero-tolerance policy towards sexual exploitation and misconduct, and all selected candidates will undergo rigorous reference and background checks.
