Job Overview:
The E T Consultant position at the World Bank involves contributing to the Economic Policy (EP) team within the MENAAP region, focusing on macroeconomic analysis, fiscal management, and economic policy dialogue. The consultant will play a crucial role in supporting investment programs and analytical work, particularly in areas related to fiscal reform, revenue management, and debt management. This role requires collaboration with various stakeholders, including government officials, academia, and private sector partners, to ensure the effective implementation of economic policies. The consultant will also engage in regular macroeconomic monitoring and contribute to the development of analytical products that inform decision-making processes. The position offers an opportunity to work on significant projects that aim to address the economic challenges faced by Pakistan and contribute to the overall mission of the World Bank Group.

Duties and Responsibilities:
The duties and responsibilities of the E T Consultant include:
  • Leading and contributing to specialized technical workstreams on fiscal management, debt management, pension reform, and revenue policy within the EP Team in Pakistan.
  • Supporting the design and implementation of large financing operations, with a focus on fiscal and budget reform, debt management, and revenue generation.
  • Conducting regular macroeconomic monitoring and analytical work related to fiscal, revenue, and debt management issues.
  • Providing intellectual and technical leadership for country work and advising the Country Management Unit on economic issues.
  • Facilitating dialogue with government counterparts, academia, and development partners to enhance the impact of analytical work.
  • Collaborating with the broader country team and other Global Practices to improve the quality of advice on cross-cutting issues related to revenue, debt, and fiscal policy.
  • Engaging in knowledge exchange and expertise sharing with the Prosperity Team to foster innovation and best practices.

Required Qualifications:
The position requires a motivated and experienced country economist with strong analytical and interpersonal skills. Candidates should possess significant operational and analytical experience, particularly in fiscal management and debt sustainability. The ideal candidate will have a Master’s or Ph.D. in economics or an equivalent qualification, such as a CFA, along with at least eight years of relevant professional experience. Strong technical skills in debt management, fiscal management, and revenue policy are essential, as well as a deep understanding of complex policy environments that require coordination across various government and donor entities. Candidates should demonstrate effectiveness in conducting policy dialogue with senior officials and possess superior analytical skills, evidenced by published work in relevant areas.

Educational Background:
Candidates for the E T Consultant position should have a Master’s degree or a Ph.D. in economics or a related field. Equivalent qualifications, such as a Chartered Financial Analyst (CFA) designation, may also be considered. The educational background should provide a strong foundation in economic theory and practice, particularly in areas related to fiscal management, debt sustainability, and revenue policy.

Experience:
The position requires at least eight years of relevant professional experience in economic policy analysis, fiscal management, and debt management. Candidates should have a proven track record of leading and participating in major policy reform processes and should be adept at working in complex policy environments that require collaboration with multiple stakeholders, including government officials, private sector representatives, and donor organizations.

Languages:
The mandatory language for this position is English, which is essential for effective communication and collaboration within the World Bank Group and with external stakeholders. Proficiency in additional languages relevant to the MENAAP region may be considered advantageous but is not required.
