Job Overview:
The Head of Partnership, Advocacy and Communication will play a crucial role in the IOM Pakistan Country Office, reporting directly to the Chief of Mission (COM) in Islamabad. This position is responsible for the overall coordination of the Country Office’s activities at both policy and strategic levels. The successful candidate will oversee program support functions, including planning, policy and program development, communications, and liaising with donors and government entities. The role requires ensuring effective coordination among various programs and processes, representing IOM Pakistan at external meetings, and promoting IOM activities at national and international levels. The candidate will also engage with UN agencies to implement the United Nations Sustainable Development Cooperation Framework (UNSDCF) and coordinate efforts related to migration-relevant Sustainable Development Goals (SDGs). This position demands a proactive approach to fundraising, identifying new opportunities, and developing strategies to address emerging needs in migration management.

Duties and Responsibilities:
The duties and responsibilities of the Head of Partnership, Advocacy and Communication include:
  • Coordinating the Country Office’s activities at policy and strategic levels, ensuring alignment with IOM’s global priorities.
  • Overseeing program support functions, including planning, policy development, and communications.
  • Representing IOM Pakistan at relevant external meetings, briefings, and conferences.
  • Engaging with UN agencies and partners on the implementation of the UNSDCF and migration-related SDGs.
  • Providing technical inputs for policy and liaison functions regarding migration issues.
  • Leading the UN Network on Migration in Pakistan, coordinating with government counterparts and civil society partners.
  • Responding to inquiries from IOM HQ, ROAP, and other stakeholders regarding programming and migration trends.
  • Developing and implementing thematic fundraising strategies and contributing to the Country Office’s fundraising efforts.
  • Overseeing the implementation of Country Strategies and policies across IOM’s operational portfolio. 1
  • Providing guidance to program units in preparing reports for IOM Member States and other stakeholders. 1
  • Leading the Project Support Unit in identifying and developing new program opportunities. 1
  • Performing other duties as assigned by the COM.

Required Qualifications:
The required qualifications for this position include:
  • A Master’s degree in Political or Social Science, Business Administration, International Relations, Development Studies, Communications, or a related field from an accredited institution, along with seven years of relevant professional experience; or a University degree in the same fields with nine years of relevant professional experience.
  • Proven experience in coordinating activities and working effectively with colleagues from diverse cultures and professional backgrounds.
  • Experience in rapid transition or post-conflict settings with significant displacement of migrants and/or refugees.
  • Familiarity with migration issues, including operational and field experience, as well as IOM project development and management.

Educational Background:
Candidates must possess a Master’s degree in a relevant field such as Political or Social Science, Business Administration, International Relations, Development Studies, or Communications from an accredited academic institution. Alternatively, a University degree in these fields with additional years of relevant professional experience is acceptable. This educational background is essential to ensure that the candidate has the necessary theoretical knowledge and analytical skills to address complex migration issues effectively.

Experience:
Candidates should have a minimum of seven years of relevant professional experience in the field of migration, including experience in coordinating activities in diverse cultural settings. Experience in post-conflict environments with significant migrant displacement is highly desirable. Additionally, candidates should have a proven track record in IOM project development and management, demonstrating their ability to navigate the complexities of migration-related challenges.

Languages:
Fluency in English, both oral and written, is mandatory for this position. Knowledge of another official UN language (Arabic, Chinese, Russian, Spanish, or French) and/or Urdu is considered an advantage. Proficiency in the required languages will be evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
This position is a fixed-term contract for one year, with the possibility of extension. It is classified at the P-4 grade level, indicating a professional recruiting type. The role requires international mobility, and candidates must meet medical fitness requirements, security" style="border-bottom: 1px dotted #007bff !important;">security clearances, and any residency or visa requirements.
