Job Overview:
The Human Resources Officer position is located in the FAO Country Office in Islamabad and operates at the SB3 SC6 level. The incumbent will work under the overall supervision of the FAO Representative in Pakistan and directly with the Assistant FAO Representative (Administration), collaborating closely with the HR Specialist and the Regional Human Resource unit. This role requires the incumbent to act independently in routine HR matters, ensuring quality and consistency in HR functions and processes. The position demands in-depth knowledge of HR policies, procedures, and practices, and the ability to provide procedural and policy guidance to managers and staff both within and outside the work unit. The incumbent will be responsible for coordinating the hiring plan for national and international affiliate workforce, managing the selection process, and overseeing the complete cycle of contracts in the Global Resource Management System (GRMS).

Duties and Responsibilities:
The duties and responsibilities of the Human Resources Officer include coordinating the overall hiring plan for national and international affiliate workforce, reviewing Terms of Reference to ensure compliance with standards, managing the publication of calls for candidates, organizing and facilitating the selection process, and preparing reports on evaluated candidates. The incumbent will also manage the complete cycle of contracts for the workforce in GRMS, provide administrative support for payment processing, assist in the performance evaluation process of consultants, maintain confidentiality of sensitive information, and perform other related tasks as required.

Required Qualifications:
Candidates must possess an advanced university degree in Business Administration, Human Resources, or a related field. Additionally, a minimum of five years of relevant experience in Human Resources is required. Candidates should have a working knowledge of English and Urdu, and must be nationals of Pakistan. FAO core competencies include a focus on results, teamwork, communication, building effective relationships, and knowledge sharing and continuous improvement. Technical skills desirable for this position include work experience in UN or International Organizations, proficiency in Office Applications such as Excel, Word, Outlook, and PowerPoint, and the capability to plan and administer independent staff training sessions. Knowledge of UN and International Organizations’ administrative policies and procedures is also essential, along with strong communication skills and a spirit of teamwork.

Educational Background:
The educational background required for this position includes an advanced university degree in Business Administration, Human Resources, or a related field. Candidates must ensure that their higher educational qualifications are obtained from institutions accredited or recognized in the World Higher Education Database (WHED).

Experience:
The level of experience required for this position is a minimum of five years in Human Resources, which should include relevant experience in HR functions and processes. Experience in a UN or International Organization is desirable, indicating familiarity with the specific administrative and operational frameworks of such entities.

Languages:
The mandatory languages for this position are English and Urdu, with a working knowledge of both required. Proficiency in additional languages may be considered an asset but is not explicitly stated as a requirement.
