Job Overview: The Associate Education Officer will play a crucial role in supporting the implementation of the Refugee Education 2030 strategy, which aligns with the Global Compact on Refugees. This position is focused on enhancing the quality and inclusiveness of national education systems to facilitate access for refugee and host community children and youth to education at all levels. The incumbent will work closely with UNHCR Country Offices and partners to advocate for and implement educational objectives that promote equitable access to education, foster safe learning environments, and enable learners to leverage their education for sustainable futures. The role requires a strong understanding of educational coordination systems, inclusive education practices, and the ability to design and implement refugee education projects effectively. The Associate Education Officer will also be responsible for liaising with various stakeholders, including government ministries and education networks, to improve the quality of education for refugees and ensure that their educational needs are met.
Duties and Responsibilities: The duties and responsibilities of the Associate Education Officer include staying informed about political, social, economic, and cultural developments affecting education access and quality. The officer will actively pursue opportunities to implement UNHCR's urban policy and support the integration of refugees into national education systems. Responsibilities also include providing technical advice on education issues, coordinating with partners to adapt the Education Strategy to local contexts, and ensuring coherent annual planning based on long-term strategies. The officer will facilitate inter-sectoral linkages with various programmatic areas, advocate for the rights of persons of concern (PoC) to education, and participate in humanitarian and development sector working groups. Additionally, the officer will identify training needs, support capacity-building initiatives, and contribute to the development of education policies and standards.
Required Qualifications: Candidates must possess a minimum of three years of relevant experience with an undergraduate degree, two years with a graduate degree, or one year with a doctorate degree. Essential qualifications include work experience in progressively responsible functions in education, demonstrated experience in education program implementation and coordination, and strong interpersonal skills for collaboration. Candidates should also have excellent analytical and drafting skills, strong communication abilities, and the capacity to work independently. Desirable qualifications include experience in refugee education programs, knowledge of UNHCR policies, and experience in child protection.
Educational Background: The educational background required for this position includes a degree in Education, Social Sciences, or a related field. A Bachelor of Arts in Education or Social Science is preferred, with advanced degrees being advantageous. Relevant certifications in education programming or related areas may also be beneficial.
Experience: The position requires a minimum of three years of relevant experience in education, with a focus on program implementation and coordination in humanitarian or development contexts. Field experience working with government entities, particularly Ministries of Education, is essential. Candidates should demonstrate a strong understanding of education programming and the ability to work collaboratively with various stakeholders.
Languages: Knowledge of English is mandatory, along with proficiency in the UN working language of the duty station if it is not English. For national professional jobs, knowledge of the local language is also required. Additional languages, particularly those spoken by refugee populations, are considered advantageous.
