Job Overview: The Consultant for Protection Monitoring will play a crucial role in supporting IOM’s Protection Unit, which is part of the broader Humanitarian, Recovery, and Resilience Division. The position involves contributing to the expansion of IOM Pakistan’s protection portfolio, which includes activities related to protection case management, community-based protection, gender-based violence, legal aid, and protection monitoring and analysis. The consultant will be responsible for cleaning and analyzing protection monitoring data, improving data collection tools, drafting reports, and contributing to information-sharing within the team. This role requires a deep understanding of protection risks and community dynamics in various monitored locations, as well as the ability to prepare presentations and talking points for external engagements. The consultant will also be expected to maintain an up-to-date understanding of displacement trends and contribute to capacity-building efforts within the organization.
Duties and Responsibilities: The consultant will be tasked with several key responsibilities, including:
Cleaning and analyzing protection monitoring data collected quarterly.
Improving, adapting, and updating protection monitoring data collection tools to enhance data quality and relevance.
Drafting protection monitoring reports and protection analysis briefs as required.
Contributing to the information-sharing of protection data and findings within the team to ensure effective communication and collaboration.
Developing, reviewing, and updating capacity-building materials related to data collection for protection.
Maintaining an in-depth understanding of protection risks, community dynamics, and displacement trends in the various communities monitored by IOM.
Preparing presentations and talking points based on the findings of IOM’s protection monitoring activities for relevant external engagements and meetings.
Performing other duties as assigned by the Protection Unit.
Required Qualifications: Candidates must possess a Master’s degree from an accredited academic institution in Law, Human Rights, or Social Sciences, along with two years of relevant professional experience. Alternatively, a Bachelor’s degree in the same fields with four years of relevant professional experience is acceptable. The ideal candidate should have experience in human rights research, protection monitoring and analysis, and advocacy, as well as experience in drafting research and analysis documents related to migration and displacement. Knowledge of social science research methodologies, including qualitative research, is essential, along with an understanding of the socio-political and protection environment in Pakistan.
Educational Background: The educational requirements for this position include a Master’s degree in Law, Human Rights, or Social Sciences from an accredited institution, or a Bachelor’s degree in the same fields with additional years of relevant experience. This educational background is critical for understanding the complex issues surrounding protection and human rights, particularly in the context of migration and displacement.
Experience: Candidates should have a minimum of two years of relevant professional experience if they hold a Master’s degree, or four years if they hold a Bachelor’s degree. Experience in human rights research, protection monitoring, and advocacy is crucial, as is familiarity with drafting research and analysis documents. The consultant should also have experience in developing and adapting data collection tools and a demonstrated knowledge of social science research methodologies, particularly qualitative research.
Languages: Fluency in English and Urdu is mandatory for all applicants, both oral and written. Knowledge of other local languages or dialects is desirable, as it can enhance communication with diverse communities. Proficiency in IOM’s official languages, which include English, French, and Spanish, will be evaluated during the selection process, potentially through written and/or oral assessments.
