Job Overview: The SGP National Coordinator will play a pivotal role in overseeing the implementation of the Global Environment Facility (GEF) Small Grants Programme (SGP) in Pakistan. This position requires a dynamic leader who will manage the SGP Country Programme team, ensuring effective collaboration with stakeholders, including civil society organizations and community-based organizations. The coordinator will be responsible for developing and executing annual work plans, managing grant allocations, and maintaining financial integrity in accordance with UNDP and SGP guidelines. The role also involves fostering partnerships, mobilizing resources, and ensuring that the SGP aligns with national environmental priorities and socio-economic conditions. The incumbent will be expected to document lessons learned, facilitate knowledge exchange, and contribute to the overall success of the SGP in delivering global environmental benefits through community-based initiatives.
Duties and Responsibilities: The SGP National Coordinator will have a comprehensive set of responsibilities, including:
Supervising the SGP Country Programme Associate/Assistant and providing guidance and coaching to ensure effective teamwork.
Preparing and implementing annual work plans with strategic initiatives and co-financing targets.
Managing the SGP grant allocations and country operating budget, ensuring adherence to SGP Standard Operating Procedures and UNOPS regulations.
Organizing stakeholder workshops and project development sessions to inform potential applicants about SGP initiatives.
Collaborating with civil society organizations to prepare project concepts and proposals that align with SGP Strategic Initiatives.
Documenting programme/project stories and best practices, facilitating knowledge management and communication. 1
Performing administrative tasks related to procurement and travel as required for programme implementation.
Required Qualifications: Candidates must possess an advanced university degree (Master’s degree or equivalent) in Environmental or Natural Resource Management, Economy, Public Policy, Law, Environmental Economics/Management, Business Administration, or a related field. Alternatively, a first-level university degree (bachelor’s degree) in the aforementioned fields, combined with an additional two years of qualifying experience, will also be considered. The position requires a minimum of 2 years of relevant professional experience with a master’s degree or 4 years with a bachelor’s degree in managing environment or natural resource management projects at national or local levels. Proficiency in using computers and office software packages is essential, along with experience in web-based management systems. Desirable skills include progressively responsible experience in project or programme management at the international or national level, proven experience in managing UNDP programmes, and knowledge of GEF-SGP thematic areas.
Educational Background: The educational background required for this position includes an advanced university degree (Master’s degree) in relevant fields such as Environmental or Natural Resource Management, Economy, Public Policy, Law, Environmental Economics/Management, or Business Administration. Candidates with a bachelor’s degree in these fields, along with additional qualifying experience, will also be considered. This educational foundation is crucial for understanding the complexities of environmental management and development initiatives.
Experience: The SGP National Coordinator position requires a minimum of 2 years of relevant professional experience for candidates with a master’s degree, or 4 years for those with a bachelor’s degree. This experience should be in managing environment or natural resource management projects or initiatives at either the national or local levels. Candidates should demonstrate a strong background in project management, particularly in contexts related to environmental sustainability and community engagement.
Languages: Fluency in English and Urdu is mandatory for this position. Knowledge of other UN languages is considered an advantage, enhancing the candidate's ability to communicate effectively in a diverse work environment and engage with various stakeholders.
