Job Overview:
The Project Technical Officer position is crucial for providing technical support to the Government, Employers, and Workers in Pakistan, in alignment with the Decent Work Country Programme IV (2023-2027). This role involves overseeing the implementation of projects that focus on skills development, employment, social protection, and adherence to international labor standards. The incumbent will play a key role in facilitating the Global Accelerator on Jobs and Social Protection, particularly in the health sector, which has been prioritized for human capital development. The officer will be responsible for ensuring that project activities are executed timely and effectively, while also mobilizing resources to enhance the impact of the initiatives. The position requires collaboration with various stakeholders, including the World Health Organization (WHO), to ensure that skills training and certification are accessible, especially in rural areas. The Project Technical Officer will also contribute to the ILO's broader objectives by promoting policies that support decent work and social protection, and by engaging in research and analysis to inform project strategies.

Duties and Responsibilities:
The Project Technical Officer will manage the implementation of the project by providing technical inputs, planning, monitoring, and evaluating project activities. Responsibilities include ensuring compliance with ILO policies and project strategies, providing technical advice to project staff and national partners, and supporting the Country Office in areas related to jobs and social protection. The officer will conduct analyses to identify decent work priorities, review previous impact assessments, and contribute to the formulation of strategies relevant to jobs and social protection. Additionally, the officer will collect and compile data, conduct research, develop training materials, and maintain liaison with various stakeholders, including governments and donor agencies. The role also involves promoting ILO policies, supporting resource mobilization efforts, and undertaking missions related to project implementation.

Required Qualifications:
Candidates must possess an advanced level university degree (Master’s or equivalent) in labor economics, development studies, social sciences, or a related field. Alternatively, a first-level university degree (Bachelor’s or equivalent) in a relevant field, combined with two additional years of relevant experience, will be accepted. The position requires excellent knowledge of English, and familiarity with ILO policies and procedures is advantageous. Candidates should demonstrate the ability to provide technical advice, analyze complex data, draft reports, and maintain effective working relationships with stakeholders.

Educational Background:
The educational background required for this position includes an advanced university degree (Master’s or equivalent) in fields such as labor economics, development studies, or social sciences. A first-level university degree (Bachelor’s or equivalent) in a relevant field may be accepted if accompanied by additional relevant experience. This educational foundation is essential for understanding the complexities of labor issues and for effectively contributing to the ILO's mission.

Experience:
The position requires a minimum of five years of relevant professional experience, with at least three years at the international level. Candidates should have experience working with labor ministries or educational institutions, which will enhance their understanding of the ILO's operational context. Familiarity with ILO policies and procedures is highly desirable, as it will facilitate effective collaboration with various stakeholders and contribute to the successful implementation of projects.

Languages:
Excellent knowledge of English is mandatory for this position. Proficiency in additional languages may be considered an asset, as it can enhance communication with diverse stakeholders and facilitate collaboration in international contexts.

Additional Notes:
The contract for this position is fixed-term for 12 months, subject to the availability of funds. The ILO emphasizes that technical cooperation appointments do not typically lead to a career within the organization and do not carry expectations of renewal or conversion to other types of appointments.
