Job Overview:
The T4D Manager role is crucial for leading and managing the demand for Technology for Development (T4D) programmatic support within UNICEF. This position focuses on leveraging digital means for effective program delivery, systems strengthening, and monitoring. The T4D Manager will guide program teams in identifying, assessing, and integrating ICT and digital innovations into UNICEF programming. This includes strengthening internal capacities, engaging with key partners, and maximizing the potential for scaling and sustaining technology and digital innovations. The role requires close collaboration with program staff and liaison with Regional Office ICT and T4D teams, as well as the central ICT Division. The T4D Manager will supervise local staff, oversee consultants, and provide guidance on T4D project implementations, ensuring that digital solutions are effectively integrated into UNICEF's mission to promote children's rights and welfare.

Duties and Responsibilities:
The T4D Manager will be responsible for a variety of key functions, including:
  • Digital/Data Solution Implementation: Overseeing the implementation of digital solutions that enhance program effectiveness.
  • Strategic Oversight and Policy Compliance: Ensuring that all T4D initiatives align with UNICEF's strategic goals and comply with relevant policies.
  • Resource Mobilisation: Identifying and securing resources necessary for T4D projects.
  • Portfolio Coordination and Project Management: Managing multiple projects simultaneously, ensuring they are delivered on time and within budget.
  • Knowledge Management: Capturing and sharing lessons learned and best practices from T4D initiatives.
  • Digital Capacity Building: Developing the skills and knowledge of staff and partners in digital technologies.
  • Digital Innovation: Encouraging and facilitating innovative approaches to using technology in UNICEF programs.
  • Business Analysis: Conducting analyses to inform decision-making and improve program outcomes.
  • Leadership and People Management: Leading and managing a team, fostering a collaborative and high-performing work environment.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s Degree or equivalent) in relevant fields such as Digital Transformation, Business Analysis, ICT Management, or International Development. Alternatively, a first-level university degree (Bachelor’s Degree or equivalent) combined with 10 years of professional experience may be accepted. Additionally, candidates should have a minimum of 8 years of professional experience in Information Communication Technology for Development (ICT4D) within a large international organization or corporation, with a proven track record in managing complex projects and supervising external vendors.

Educational Background:
The educational requirements for this position include an advanced university degree in fields related to digital transformation, ICT management, or international development. A Bachelor's degree combined with extensive professional experience may also be considered. This educational background is essential for understanding the complexities of digital solutions and their application in development contexts.

Experience:
Candidates should have at least 8 years of relevant professional experience in ICT4D, particularly in large-scale projects that involve technical components. This includes experience in business analysis, project management, and working with ICT, mobile, and web-based technologies. Familiarity with UNICEF's programmatic areas such as health, nutrition, and education is also beneficial, as is experience in leading teams and managing people effectively.

Languages:
Fluency in English is mandatory for this position. Knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) or a local language is considered an asset, enhancing communication and collaboration in diverse environments.

This position is open to internal staff members and other UNICEF personnel, with priority given to those in abolished posts.
