Job Overview:
The position of Quick Impact Projects (QIPs) Officer involves conducting an independent assessment of the impact of QIP projects implemented over several financial years. The officer will be responsible for submitting a comprehensive report that includes an in-depth analysis of these projects, highlighting lessons learned and providing actionable recommendations. Additionally, the officer will prepare an executive summary of the report for senior leadership at UNMISS and present preliminary findings to the Mission Headquarters Project Review Committee. This role is crucial in promoting acceptance of the UN's mandated tasks and building confidence among the local population regarding the peace process. The officer will work closely with the Chief of the Protection, Transition and Reintegration Section and receive technical support from the QIPs Management Team.

Duties and Responsibilities:
The consultant will be tasked with several key responsibilities:
  • Conducting an independent assessment of the contribution of QIP projects to promoting acceptance of UN mandated tasks and building confidence among the local population.
  • Evaluating the impact of these projects on supporting the peace process and demonstrating early peace dividends to the community.
  • Assessing how these projects improve the environment for mandate implementation by addressing the immediate needs of the population. The consultant will work under the oversight of the Chief of the Protection, Transition and Reintegration Section and will receive day-to-day supervision from the QIPs Management Team Leader.

Required Qualifications:
Candidates must possess a minimum of an advanced university degree (Master's degree or equivalent) in relevant fields such as political sciences, social sciences, development studies, public administration, project management, or conflict resolution. Additionally, at least 10 years of experience in conducting external multi-stakeholder evaluations of small-scale projects in the region is required. The candidate should demonstrate strong analytical and writing skills, as well as extensive field experience in project management within conflict or post-conflict settings, particularly in East Africa. Knowledge of programming related to peace, humanitarian, stabilization, and development in post-conflict contexts is also desirable.

Educational Background:
The educational requirement for this position includes an advanced university degree (Master's degree or equivalent) in fields such as political sciences, social sciences, development studies, public administration, project management, or conflict resolution. This educational background is essential to ensure that the candidate has the necessary theoretical knowledge and analytical skills to effectively assess and evaluate the impact of QIP projects.

Experience:
The position requires a minimum of 10 years of relevant experience, specifically in conducting external evaluations of small-scale projects. Candidates should have experience using various evaluation approaches, including utilization-focused, gender and human rights responsive, and mixed methods. Strong analytical skills and demonstrated writing abilities are crucial, along with extensive field experience in project management in conflict or post-conflict settings, particularly in East Africa.

Languages:
Fluency in oral and written English is mandatory for this position, as it is one of the working languages of the United Nations. Knowledge of French is also beneficial, as it is another working language of the UN secretariat. Proficiency in these languages is essential for effective communication and reporting within the organization.
