Job Overview: The Programme Policy Officer position is crucial for supporting the implementation of the Climate Change Adaptive Food Systems Unit's strategy in Mozambique, particularly in the Area Office in Pemba. The role involves assisting in the actualization of the strategic objectives related to climate change adaptation and resilience building among vulnerable and smallholder farmers. The officer will work closely with various stakeholders, including government entities, UN agencies, and local communities, to ensure that climate adaptation projects are effectively designed and executed. The position requires a proactive approach to project management, coordination, and partnership development, aimed at enhancing WFP's leadership and impact in the region. The officer will also be responsible for preparing reports, providing data for decision-making, and supporting resource mobilization efforts for climate adaptation initiatives.
Duties and Responsibilities: The Programme Policy Officer will undertake a variety of tasks, including:
Coordinating support at the grassroots level for the development of climate change adaptation projects in alignment with WFP and government policies.
Providing project management support for climate adaptation and resilience-building programs, ensuring integration with WFP’s internal activities.
Enhancing WFP’s leadership status through participation in meetings and preparation of briefing materials.
Preparing accurate and timely reports on climate adaptation programs for internal and external stakeholders.
Developing and managing partnerships with government counterparts and other stakeholders.
Supporting capacity building initiatives for WFP staff and partners on climate change adaptation.
Assisting in resource mobilization for climate adaptation actions.
Conducting research and analysis on operational issues and proposing innovative approaches for successful implementation of climate adaptation actions.
Managing contractual arrangements with implementation partners to ensure compliance with project standards. 1
Advocating for vulnerable groups and documenting successful practices to support WFP’s communication efforts.
Required Qualifications: Candidates must possess an advanced university degree in fields such as International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences, or a related area relevant to international development assistance. Alternatively, a first university degree combined with additional years of relevant work experience and/or training may be acceptable. Candidates should demonstrate strong analytical skills, project management capabilities, and the ability to work collaboratively with diverse stakeholders.
Educational Background: An advanced university degree is preferred, but candidates with a first university degree and significant relevant experience may also be considered. The educational background should be in areas pertinent to the role, such as international development, environmental science, or social sciences, which will provide the necessary foundation for understanding the complexities of climate change adaptation and food security.
Experience: A minimum of one year of postgraduate professional experience is required, ideally in roles related to climate change, food security, or humanitarian assistance. Experience in project management, policy discussions, and liaising with government partners is highly desirable. Familiarity with climate adaptation approaches and practices will be an asset.
Languages: Proficiency in both oral and written communication in English and Portuguese is mandatory. Knowledge of local languages is considered an advantage, as it can enhance communication and engagement with local communities and stakeholders.
Additional Notes: This position is a Fixed-Term contract with a duration of 12 months, renewable based on performance and organizational needs.
