Job Overview:
The position of Engineer – Civil Works Supervision and Contract Management is crucial for overseeing the execution of civil construction projects within the framework of UNHCR's operations in Mozambique. The engineer will be responsible for managing the entire civil construction project cycle, ensuring that all works are conducted in compliance with UNHCR engineering standards, contractual requirements, and accepted construction practices. This role involves technical supervision, contract monitoring, and ensuring that projects are completed on time, within budget, and to the required quality standards. The engineer will also play a key role in enhancing local capacity to respond to climate change impacts through effective project management and execution. The position requires a proactive approach to problem-solving and the ability to coordinate effectively with various stakeholders, including contractors and project management teams.

Duties and Responsibilities:
The Engineer will have a comprehensive set of duties and responsibilities, including but not limited to: supporting and reviewing project drawings, Bill of Quantities (BoQs), and technical specifications; preparing tender documents; supervising contractor mobilization and site establishment; ensuring compliance with contractual obligations and technical specifications; issuing technical instructions as needed; coordinating with project management and contractors; supervising various aspects of civil works including earthworks, masonry, concrete works, roofing, and finishing; conducting regular inspections to verify quality of materials and workmanship; preparing site progress reports; maintaining site records; ensuring compliance with health, safety, and environmental standards; identifying risks and recommending corrective measures; and providing weekly or bi-weekly site supervision reports and final technical completion certificates.

Required Qualifications:
Candidates must possess a Bachelor’s degree in architecture, Civil Engineering, or a related field. A minimum of 5 to 7 years of experience in construction supervision or infrastructure implementation is required. Experience in humanitarian or UN projects is considered an advantage. Candidates should have a strong understanding of construction quality control and contract supervision. Proficiency in IT and computer literacy is essential, along with familiarity with design tools such as GPS and AutoCAD software. Knowledge of Portuguese is desirable, enhancing communication and collaboration within the local context.

Educational Background:
The educational background required for this position includes a Bachelor’s degree in architecture, Civil Engineering, or a closely related field. This foundational education is critical for understanding the technical aspects of civil works and project management. Additional certifications or training in construction management, quality control, or related areas may be beneficial and enhance a candidate's qualifications.

Experience:
The position requires candidates to have a substantial level of experience, specifically a minimum of 5 to 7 years in construction supervision or infrastructure implementation.
