Job Overview: The Finance Manager position at NRC Mozambique is pivotal in overseeing the financial setup in accordance with NRC standards and supporting the implementation of various programs and projects. The primary objective of this role is to ensure that NRC Mozambique is well-prepared to respond to both current and future needs, demonstrating strong leadership and engagement in all major financial actions. The Finance Manager will be responsible for building the capacity of finance teams across the country, ensuring that financial systems are established and maintained in line with the NRC Financial Handbook, donor requirements, and local legislation. This role requires a proactive approach to financial management, including budget control, cash flow monitoring, and providing financial advice to budget holders to align resource allocations with organizational priorities. The Finance Manager will also be tasked with ensuring timely and accurate financial reporting and analysis to support informed decision-making by the Country Management Group (CMG).
Duties and Responsibilities: The Finance Manager will have a comprehensive set of duties and responsibilities, including but not limited to: establishing and maintaining country standard financial systems in compliance with NRC Financial Handbook and local legislation; maintaining overall budget control and monitoring cash flows and forecasts; overseeing budgeting and monitoring of direct and shared costs; providing cost analysis and recommendations for effective resource utilization; leading the Finance team across all offices, ensuring competent and motivated staff are hired and retained; providing financial advice to budget holders and ensuring adequate support for programs; delivering timely, accurate, and complete financial reporting and analysis; managing internal and external financial risks; conducting financial checks on area offices and projects; addressing audit findings and recommendations; overseeing the implementation of finance-related policies and procedures; updating the Master Budget regularly; performing audit and compliance checks; ensuring timely and compliant monthly accounting book closures; developing internal management financial reports; facilitating monthly Budget versus Actual reporting; elaborating and updating Finance Standard Operating Procedures; managing the NRC Exchange Rate Regime; and conducting budget management training for non-finance staff.
Required Qualifications: Candidates for the Finance Manager position must possess a Bachelor’s degree in Finance or a related field, with a professional qualification such as ACCA, SIMA, or CPA being an asset. A minimum of three years of experience in a senior financial management role or a similar position within a humanitarian or recovery context is required. Candidates should have experience working in complex and fragile environments, as well as experience in capacity building at both individual and institutional levels. Proficiency in financial systems and structures development is essential, along with advanced skills in MS Excel and accounting systems, preferably ERP. A solid understanding of donor requirements, including BHA, ECHO, INTPA, SIDA, and FCDO, is also necessary. Fluency in English, both written and verbal, is mandatory, while knowledge of Portuguese is desirable. Experience with NRC systems is considered an asset.
Educational Background: The educational background required for the Finance Manager position includes a Bachelor’s degree in Finance or a related field.
