Job Overview:
The MEL Coordinator position is crucial for supporting the establishment and implementation of systems that promote evidence-based decision-making and enhance program and project performance within the organization. The role involves contributing to quality programming by ensuring access to relevant and timely information regarding program scale, relevance, and effectiveness. The MEL Coordinator will provide technical support to in-country staff on monitoring, evaluation, and learning (MEL) practices, while also building capacity within the country mission by identifying and implementing effective MEL systems. This position requires a proactive approach to ensure that data is utilized for informed decision-making and reporting to both internal and external stakeholders.

Duties and Responsibilities:
The MEL Coordinator will have a wide range of responsibilities, including adhering to NRC policies and guidelines, supporting the development and implementation of MEL systems, participating in design" style="border-bottom: 1px dotted #007bff !important;">program design and proposal discussions, and providing capacity building and training for program and MEL support staff. Specific duties include planning and managing data collection processes, ensuring timely and quality data gathering, supporting program staff in executing MEL activities, and contributing to the design of MEL staffing structures. The MEL Coordinator will also conduct field monitoring visits, support the development of accountability mechanisms for beneficiaries, and assist in the development of research and evaluation guidance. Additionally, the role involves collaborating with program teams to develop M&E tools and plans, reviewing reports and evaluations, and synthesizing lessons learned for donor reports.

Required Qualifications:
Candidates for the MEL Coordinator position should possess at least 4 years of experience in an international NGO, preferably in emergency or post-conflict settings. They should have thorough knowledge of monitoring and evaluation principles and approaches, experience in capacity building, and the ability to transfer knowledge through training and mentoring. Proficiency in both Portuguese and English is mandatory, along with strong analytical and computer skills, including experience with MS Office and data analysis software such as SPSS or R. Familiarity with qualitative and quantitative data collection methods is essential, and experience with mobile data capture services is a plus.

Educational Background:
A relevant educational background is required for the MEL Coordinator position, typically including a degree in social sciences, international development, or a related field. Advanced degrees may be preferred, particularly for candidates with extensive experience in monitoring and evaluation.

Experience:
The position requires a minimum of 4 years of relevant experience in monitoring, evaluation, and learning within an international NGO context. Candidates should have a proven track record of working in emergency or post-conflict environments and demonstrate experience in developing MEL systems and capacity building.

Languages:
Fluency in both Portuguese and English is mandatory for this position, encompassing speaking, reading, and writing skills. Proficiency in additional languages may be considered an asset, particularly in regions where NRC operates.
