Job Overview:
The WASH Programme Development Manager (PDM) will play a crucial role in developing the WASH Country Office programme in Mozambique. This position involves providing technical oversight and strategic direction to Area Offices, ensuring the effective implementation of the WASH Core Competency (CC). The PDM will be responsible for quality assurance across all projects, developing a collaborative country strategy, and identifying partners for capacity exchanges. The role requires active participation in the Mozambique WASH sector and coordination mechanisms, as well as the development of a donor strategy to enhance the programme's growth. The PDM will work closely with local actors, including water authorities, NGOs, and private sector partners, to create integrated programming that addresses the needs of displaced populations.

Duties and Responsibilities:
The PDM will lead the development of the WASH CC strategy and technical guidance documents, ensuring compliance with NRC policies and procedures. Responsibilities include contributing to fundraising efforts, developing and revising funding proposals and budgets, and ensuring high technical quality in project implementation. The PDM will provide technical direction and support to partners, extract key learnings from CC implementation, and incorporate them into staff development processes. Additionally, the PDM will represent NRC in relevant forums and clusters, promote the rights of internally displaced persons (IDPs) and returnees, and ensure that the WASH programme aligns with regional and global strategies. Specific tasks include conducting needs assessments, supporting programmatic monitoring and evaluation, and building capacity among local staff.

Required Qualifications:
Candidates must possess a minimum of 5 years of experience in WASH programming, ideally in a humanitarian or recovery context. A Master's degree in water engineering or a closely related field is required. Experience in complex and volatile contexts, working with local authorities and utilities, and scaling up WASH programmes is essential. Candidates should also have experience in designing WASH interventions for housing and public infrastructure, as well as fluency in both English and Portuguese, both written and verbal. Desirable qualifications include experience in developing WASH strategies as part of a multi-CC Area-Based Approach.

Educational Background:
A Master's degree in water engineering or a closely related field is mandatory for this position. This educational background is crucial for understanding the technical aspects of WASH programming and for developing effective strategies and interventions.

Experience:
The position requires a minimum of 5 years of relevant experience in WASH programming, with a focus on humanitarian or recovery contexts. Candidates should have a proven track record of working in complex environments and successfully managing WASH projects, demonstrating their ability to lead and innovate in challenging situations.

Languages:
Fluency in English and Portuguese is mandatory for this role, both in written and verbal communication. This bilingual requirement is essential for effective collaboration with local partners and stakeholders in Mozambique. Additional language skills may be considered an asset but are not mandatory.

Additional Notes:
The position is based in Pemba, Mozambique, and offers an open-ended national contract. The role involves approximately 50% travel. The salary is classified under Grade 9 of the national contract scale.
