Job Overview: The Cash & Voucher Specialist is tasked with leading the design, development, and implementation of cash and voucher assistance (CVA) programs, particularly focusing on Emergency Response within the Rapid Response Mechanism (RRM) in Mozambique. This role involves supporting the institutionalization of market-based approaches within the RRM Consortium, which aims to deliver ethical and efficient programming despite the challenging cash policy context in the country. The specialist will be responsible for providing technical leadership on cash and voucher assistance, ensuring that these modalities are effectively integrated into the RRM responses and that they align with donor requirements and organizational strategies. The position also requires engaging with local authorities and stakeholders to influence policy and promote the rights of internally displaced persons (IDPs) and conflict-affected populations.
Duties and Responsibilities: The Cash & Voucher Specialist will have a comprehensive set of responsibilities, including: identifying trends and technical standards in cash and voucher programming, ensuring that cash and e-voucher systems are embedded in RRM responses, providing technical direction to field teams, and supporting project implementation in line with proposals and donor requirements. The specialist will also be responsible for capacity building of project staff, developing guidelines and training materials, engaging with local and national authorities, and representing the RRM Consortium in relevant forums. Specific tasks include conducting periodic appraisals of cash-based programs, ensuring compliance with NRC policies, supporting logistics and program colleagues in market analysis, overseeing large-scale voucher program development, and establishing effective monitoring mechanisms for data collection and reporting.
Required Qualifications: Candidates must possess a relevant university degree and have a minimum of four years of field experience in cash and voucher programming, particularly in emergency contexts. Technical expertise in cash and voucher assistance is essential, along with experience in multi-stakeholder engagement and negotiations with government stakeholders. The ideal candidate should have documented results related to the responsibilities of the position and a strong understanding of the specific demands of CVA and market-based programming in Mozambique or similar contexts. Strong problem-solving skills and the ability to influence stakeholders are also required.
