Job Overview: The Education Programme Manager will play a pivotal role in the design, development, and implementation of the education program in Mozambique. This position is crucial as NRC aims to enhance its educational response through a collaborative approach, working closely with the Education Cluster and its partners. The manager will lead the technical direction of the education initiatives, focusing on literacy classes and Accelerated Learning Programs for out-of-school children. The role requires a strategic mindset to ensure that the education program remains relevant, needs-based, and data-driven, while also aligning with NRC's overall mission and objectives. The manager will oversee project implementation, ensuring compliance with NRC policies and donor requirements, and will be responsible for capacity building among staff and stakeholders.
Duties and Responsibilities: The Education Programme Manager will be responsible for a wide range of duties including the development and updating of the education strategy, technical SOPs, and Macro LFAs that align with regional and global strategies. They will ensure compliance with NRC policies and guidelines, manage funding proposals, project budgets, and donor reports. The manager will oversee the technical management of project staff and coordinate the implementation of education projects, ensuring activities are conducted in line with proposals and donor requirements. They will also be responsible for capacity building of program staff, liaising with local and national authorities, and representing NRC in relevant forums. The manager will oversee monitoring and evaluation of the education projects, develop advocacy messages, and ensure that Safe and Inclusive Programming standards are integrated into the education initiatives.
Required Qualifications: Candidates must possess a university degree in Educational Sciences (Pedagogy) and have a minimum of 5 years of experience in a senior-level project implementation role within a humanitarian or recovery context. They should have technical expertise in education, documented results related to the position's responsibilities, and knowledge of their own leadership skills and profile. Fluency in both verbal and written English and Portuguese is required, along with experience in facilitating trainings.
Educational Background: A university degree in Educational Sciences (Pedagogy) is essential for this position. Candidates with advanced degrees or significant experience in education, psychosocial-support" style="border-bottom: 1px dotted #007bff !important;">psychosocial support, or child protection may also be considered in lieu of formal educational qualifications. This educational background is crucial for understanding the complexities of educational programming in humanitarian contexts.
Experience: The position requires a minimum of 5 years of experience from a senior-level project implementation position in a humanitarian or recovery context. Candidates should have experience managing growing programs and working in complex and volatile environments. Experience in a start-up context is considered an asset, as is familiarity with SPHERE and INEE minimum standards, psychosocial support programming, and youth and adolescent programming.
Languages: Fluency in English and Portuguese is mandatory for this role. Proficiency in additional languages may be considered an asset, but the primary requirement is strong communication skills in both English and Portuguese to effectively engage with diverse stakeholders and beneficiaries.
Additional Notes: This position is based in Pemba, Mozambique, and is a national contract for a duration of 12 months. The role requires approximately 40% travel.
