Job Overview:
The Advocacy Manager position at NRC in Mozambique is designed to enhance the organization's advocacy efforts within the country, focusing on principled humanitarian action. The role is pivotal in establishing a humanitarian diplomacy initiative that aims to strengthen NRC's influence and effectiveness in advocating for the rights and needs of displaced populations. The Advocacy Manager will provide leadership and strategic direction for NRC's advocacy and communications work, ensuring that the advocacy strategy aligns with the overall country strategy. This position requires a deep understanding of humanitarian diplomacy and the ability to navigate complex political landscapes to promote principled humanitarian action in Mozambique. The Advocacy Manager will work closely with various stakeholders, both nationally and internationally, to coordinate advocacy responses to prioritized issues and develop impactful communication strategies that resonate with diverse audiences.

Duties and Responsibilities:
The Advocacy Manager will be responsible for a wide range of duties, including but not limited to: identifying and coordinating NRC's advocacy responses to key issues within Mozambique and on the international stage; developing and implementing a comprehensive advocacy and communications strategy that aligns with NRC's country strategy; managing the advocacy and media team, including staff development, budget planning, and administrative tasks; ensuring systematic training on advocacy and communication for relevant staff to enhance their capacity; producing high-quality analyses on humanitarian, displacement, conflict, and protection trends; preparing policy briefing papers, position statements, and advocacy products; representing NRC in key stakeholder meetings and forums; liaising with other NRC offices to coordinate advocacy messaging; leading or contributing to advocacy coordination forums; and developing strategies for humanitarian diplomacy in Mozambique. The Advocacy Manager will also be responsible for preparing briefings, reports, and communication materials, gathering and analyzing data from affected populations, and supporting media personnel visits.

Required Qualifications:
Candidates for the Advocacy Manager position must possess a Bachelor's degree in Political Sciences, Journalism, Law, or a related field. A minimum of five years of experience in an advocacy role within a humanitarian or development context is required. Candidates should have a strong understanding of humanitarian and protection principles, as well as professional knowledge of forced migration law and policy. Experience in communications management, particularly in complex and volatile contexts, is essential. Candidates should demonstrate strong writing and analytical skills, as well as the ability to plan and oversee communications and media strategies. Fluency in English, both written and verbal, is mandatory, while knowledge of Portuguese is considered an advantage.

Educational Background:
The educational background required for the Advocacy Manager position includes a Bachelor's degree in a relevant field such as Political Sciences, Journalism, Law, or similar disciplines. This educational foundation is crucial for understanding the complexities of humanitarian advocacy and the legal frameworks surrounding forced migration and protection issues.

Experience:
The position requires a minimum of five years of relevant experience working as an Advocacy Adviser or Manager in a humanitarian or development context. Candidates should have a proven track record of successfully managing advocacy initiatives and communications strategies, particularly in challenging environments. Experience in humanitarian diplomacy and knowledge of the Mozambique context will be considered advantageous.

Languages:
Fluency in English is mandatory for this position, as effective communication is essential for advocacy work. Knowledge of Portuguese is also advantageous, as it will facilitate communication with local stakeholders and enhance the effectiveness of advocacy efforts in Mozambique.

Additional Notes:
The Advocacy Manager position is based in Pemba, Mozambique, with a contract duration of six months, which may be renewable based on funding and performance. The role requires at least 20% travel. The salary for this position is set at grade 9 on NRC's International salary scale, amounting to USD 5,18
