Job Overview: The Humanitarian Access and Safety (HAS) Coordinator plays a crucial role in ensuring the safety and security of NRC operations at the area level. This position is responsible for managing safety and security risks, developing humanitarian access strategies, and facilitating principled humanitarian programming. The HAS Coordinator will work closely with the Area Manager and the HAS Manager, contributing to the overall safety culture within the organization. The role requires a deep understanding of the humanitarian context in the area, including security developments and access challenges, to inform decision-making and enhance operational effectiveness. The HAS Coordinator will also be involved in capacity building initiatives, training staff and partners on safety protocols, and ensuring compliance with NRC's policies and procedures.
Duties and Responsibilities: The HAS Coordinator will implement the NRC Global HAS Management System at the area level, prepare necessary reports, and execute area-focused elements of the HAS Operational Plan. They will maintain an up-to-date understanding of the humanitarian context, regularly briefing area management on key security developments and access challenges. The role includes leading the development of area-level HAS documents, conducting Security Risk Assessments (SRAs), and collaborating with management to implement relevant mitigation measures. The HAS Coordinator will facilitate a culture of learning regarding Humanitarian Access and Safety, arrange trainings, and communicate with external actors to enhance humanitarian access. They will also manage access, safety, and security-related incidents, contribute to improving humanitarian access, and promote safeguarding principles within NRC and the communities served.
Required Qualifications: Candidates must possess a minimum Bachelor’s Degree in a relevant field and have at least three years of relevant experience in a humanitarian or recovery context. A solid understanding of humanitarian principles, safety and risk management, and civil-military coordination is essential. Previous experience in complex contexts and access negotiations is highly valued. Additionally, prior experience as a trainer is considered an asset. The candidate should demonstrate strong analytical skills, effective communication abilities, and a commitment to working collaboratively with diverse teams.
Educational Background: The position requires a minimum of a Bachelor’s Degree in a relevant and related field. This educational background should provide the candidate with a solid foundation in humanitarian principles, safety management, and related disciplines that are critical for the role of HAS Coordinator.
Experience: The ideal candidate should have a minimum of three years of relevant experience in a humanitarian or recovery context. This experience should include a solid understanding of humanitarian principles, safety and risk management, and the ability to navigate complex operational environments. Experience working in Cabo Delgado, Mozambique, and liaising with communities and authorities is particularly advantageous.
Languages: Working proficiency in both Portuguese and English, both written and verbal, is mandatory for this position. Additionally, proficiency or conversational skills in local languages such as Makua, Makonde, and Mwani are considered beneficial and may enhance the candidate's effectiveness in the role.
