Job Overview: The Resilience and Durable Solutions Specialist role is pivotal in providing technical leadership and strategic direction for NRC Mozambique's initiatives aimed at fostering self-reliance and durable solutions for populations affected by displacement. This position emerges as NRC transitions away from its Livelihoods and security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">Food Security (LFS) programming, ensuring that the organization continues to address the structural barriers that impede displaced individuals from rebuilding their lives. The Specialist will focus on protection-centered responses, area-based approaches, and collaborative solutions, contributing to NRC's One-Response transition planning. This role also involves mentoring and training staff, developing programs, and coordinating efforts across various Core Competencies (CCs) to enhance resilience and promote durable solutions.
Duties and Responsibilities: The Specialist will lead the technical development and implementation of NRC Mozambique's resilience and durable solutions strategy, ensuring compliance with NRC policies and guidelines. Responsibilities include guiding strategy development, ensuring program quality, and facilitating cross-sector integration. The Specialist will identify thematic trends and donor priorities, contribute to concept notes and proposals, and provide technical direction and project implementation support. Systematic training and capacity building of technical staff will be essential, as will representing NRC in technical forums and advocating for the rights of internally displaced persons (IDPs) and returnees. Specific responsibilities include designing integrated responses to remove barriers to access services, promoting community-based planning processes, ensuring environmental sustainability, and facilitating linkages between displaced populations and local systems. The Specialist will also oversee project development plans, manage budgets, and actively participate in national resilience forums.
Required Qualifications: Candidates must possess fluency in both Portuguese and English, with strong communication skills in both spoken and written forms. A minimum of a first-level university degree or a Master's Degree in a relevant field is required, along with at least six years of experience in displacement-focused programming related to protection, economic inclusion, or self-reliance. The ideal candidate should demonstrate effective communication and training abilities, strong skills in design" style="border-bottom: 1px dotted #007bff !important;">program design and planning, and a proven track record of working in complex, multi-stakeholder environments. Experience with donor reporting and familiarity with technical frameworks and strategic priorities of various donors is essential. Candidates should also have a solid understanding of needs and market assessments, as well as the ability to adapt tools to specific contexts.
Educational Background: The position requires a minimum of a first-level university degree or a Master's Degree in a relevant field. This educational background should be complemented by a strong understanding of the issues surrounding displacement, protection, and economic inclusion, as well as the ability to apply this knowledge in practical settings.
Experience: Candidates should have a minimum of six years of relevant experience in displacement-focused programming, particularly in areas related to protection, economic inclusion, or self-reliance. Experience in developing and implementing protection-centered programming and area-based approaches is highly desirable. Familiarity with the specific context of Mozambique, particularly Cabo Delgado, will be an advantage. Proven ability to work under pressure and meet strict deadlines is essential, along with a high level of professionalism and discipline.
Languages: Fluency in Portuguese and English is mandatory for this position, both in spoken and written forms. Proficiency in additional languages may be considered an asset, but the primary requirement is strong communication skills in the two specified languages.
Additional Notes: The position is based in Pemba, Cabo Delgado, Mozambique, with a contract duration of seven months. The role requires travel of at least 30%. The salary is set at grade 9 on NRC's International salary scale, amounting to USD 5,18
