Job Overview:
The Programme Policy Officer position is critical for supporting WFP’s program and operations management in northern Mozambique, specifically in the Cabo Delgado region. The officer will lead the Area Office program team and coordinate WFP's emergency response efforts in the region. This role is pivotal in integrating humanitarian, development, and peace (HDP) nexus approaches to address the root causes of food insecurity and promote sustainable solutions. The officer will be responsible for managing the implementation of food assistance programs, providing technical expertise, and ensuring that program activities align with WFP's objectives. The position requires a proactive approach to resilience building, particularly in light of the ongoing crises in Mozambique, including conflict, displacement, and extreme weather events. The officer will also engage with local authorities and partners to enhance program effectiveness and support collaborative strategies.

Duties and Responsibilities:
The key responsibilities of the Programme Policy Officer include managing WFP program implementation at the field level, ensuring timely deployment of food assistance programs, and providing support and technical expertise to the program team. The officer will coordinate resilience-building programs, ensuring they align with school feeding, nutrition, and social protection initiatives. Responsibilities also include managing financial resources effectively, facilitating cross-functional coordination among various technical areas, establishing operational partnerships with local authorities and NGOs, representing WFP in inter-agency forums, and contributing to program reports and information products. Additionally, the officer will lead and develop the Area Office program team to ensure high performance and may perform other duties as required.

Required Qualifications:
Candidates must possess an advanced university degree in social sciences, public administration, law" style="border-bottom: 1px dotted #007bff !important;">international law, public health, international relations, logistics, supply chain management, business administration, or related fields. Alternatively, a first university degree with additional relevant work experience and/or advanced training may be acceptable. The position requires fluency in both Portuguese and English, as well as sound experience in project management and implementation. Strong analytical, communication, leadership, and interpersonal skills are essential, along with a willingness to travel extensively to field locations.

Educational Background:
The educational background required for this position includes an advanced university degree in relevant fields such as social sciences, public administration, international law, public health, international relations, logistics, supply chain management, or business administration. A first university degree may be acceptable if accompanied by additional years of relevant work experience and/or advanced training or courses.

Experience:
Candidates should have at least five years of postgraduate professional experience in a relevant field, with a strong background in international humanitarian development. Experience in medium to large-scale emergency operations, leading program implementation, and working across program and policy functions is essential. Candidates should also have experience in field operations, preferably in hardship duty stations, and have led a mid-size to large team to ensure effective delivery of objectives.

Languages:
Fluency in Portuguese and English is mandatory for this position. Proficiency in additional languages may be considered an asset but is not required.

This position is a Fixed-Term contract at the NOB level, based in Maputo, Mozambique, with a duration of 6 months.
