Job Overview:
The Cash & Market Systems Specialist is tasked with leading the design, development, and implementation of programs that utilize market-based approaches, including cash and voucher assistance (CVA). This role is crucial in supporting the institutionalization of market-based strategies within the Rapid Response Mechanism Consortium (RRM) in Mozambique. The specialist will be responsible for navigating the complex cash policy landscape while promoting ethical and effective market-based programming. The position requires strong technical leadership in cash and voucher assistance, as well as market systems programming, ensuring that these approaches are integrated into new business development and program design. The specialist will also provide technical support for implementation, monitoring, and program closeout, ensuring that cash and market systems are effectively embedded in RRM responses.

Duties and Responsibilities:
The Cash & Market Systems Specialist will have a wide range of responsibilities, including but not limited to: identifying trends and technical standards in cash and market systems, providing technical direction to field teams, ensuring compliance with donor requirements, and building the capacity of project staff. The specialist will participate in country-level business development activities, develop guidelines and training materials, and engage with local and national authorities to influence policy. Specific responsibilities include conducting market analysis, ensuring adherence to operational guidelines, supporting the RRM Consortium in capacity building, overseeing large-scale voucher programs, and establishing effective monitoring mechanisms for data collection and reporting. The specialist will also represent the consortium in strategic discussions and contribute to the development of country strategy and response plans.

Required Qualifications:
Candidates must possess a relevant university degree and have a minimum of four years of field experience in cash and market-based programming, particularly in cash and voucher assistance within humanitarian or recovery contexts. Technical expertise in cash and voucher interventions, market analysis, and multi-stakeholder engagement is essential. The ideal candidate should have documented results related to their responsibilities, strong problem-solving skills, and the ability to influence stakeholders effectively. Fluency in both English and Portuguese, both written and verbal, is mandatory.

Educational Background:
A relevant university degree is required for this position, which may include fields such as international development, humanitarian studies, economics, or a related discipline. Advanced degrees or specialized training in cash and market systems may be advantageous.

Experience:
The position requires a minimum of four years of relevant field experience in cash and market-based programming, with a focus on cash and voucher assistance. Experience in emergency response and protracted crises is essential, as well as familiarity with the specific demands of cash-based interventions in Mozambique or similar contexts. Candidates should have a proven track record of successful project implementation and stakeholder engagement in complex environments.

Languages:
Fluency in English and Portuguese is mandatory for this role, with both written and verbal proficiency required. Additional language skills may be considered an asset, particularly if they are relevant to the local context or the populations served.

Additional Notes:
The position is based in Pemba, Mozambique, with a contract duration of 12 months, which is renewable based on performance and funding availability. The role may require travel of at least 30-40% to various project sites. The salary for this position is classified as grade 9 on NRC’s International salary scale, amounting to USD 5,18
