Job Overview: The Consortium Manager will play a pivotal role in overseeing the consortium management unit, ensuring effective coordination among various stakeholders including the steering committee, technical committee, member organizations, and donors. This position is crucial for achieving the consortium's objectives, which involve high-quality implementation of activities, compliance with donor regulations, and accountability to beneficiaries. The Consortium Manager will be responsible for recruiting and managing staff, consultants, and subcontractors, as well as managing the budget and resources of the consortium management unit. Additionally, the role involves developing and implementing a multi-year consortium strategy in collaboration with the Steering Committee, representing the consortium to external stakeholders, and ensuring compliance with NRC policies and procedures. The position requires strong communication and coordination skills to facilitate collaboration among consortium members and to address any challenges that may arise during implementation.
Duties and Responsibilities: The duties and responsibilities of the Consortium Manager include coordinating with consortium members to ensure the effective implementation of activities, managing the consortium's budget and resources, and acting as the focal point for the consortium. The manager will be responsible for grant management, including submitting proposals, financial and programmatic reporting, and maintaining partnership agreements. They will also coordinate monitoring and evaluation activities, manage the RRM Consortium inputs to work plans, and oversee the design and deliverables of the RRM. The role requires tracking progress, consolidating management information, and producing regular reports for the Steering Committee. The Consortium Manager will engage with partners to enhance the quality of design and response, manage program and financial risks, and represent the consortium with donors. Additionally, they will support learning across member organizations to improve grant effectiveness and respond to beneficiary needs.
Required Qualifications: Candidates must possess an advanced university degree in a relevant field and have a minimum of 5 years of experience in senior project management or coordination within an international organization, particularly in humanitarian, conflict, or post-conflict contexts. Proven experience in project cycle management and grant management is essential. Strong communication, interpersonal, facilitation, and diplomatic skills are required, along with documented results related to the position's responsibilities. Fluency in English, both written and verbal, is mandatory, with strong writing and editing skills being crucial for the role.
Educational Background: An advanced university degree in a relevant field is required for this position. This educational background is essential to ensure that the candidate has the necessary theoretical knowledge and understanding of the complexities involved in humanitarian work and project management.
Experience: The position requires a minimum of 5 years of experience in senior project management and/or coordination for an international organization. Candidates should have a strong background in programming within humanitarian contexts, with a focus on project cycle management and grant management. Experience working in complex emergencies and volatile contexts is essential, particularly in Mozambique, where the role is based.
Languages: Fluency in English is mandatory for this position, both in written and verbal communication. Knowledge of Portuguese is considered an advantage, as it may facilitate communication with local stakeholders and enhance the effectiveness of the consortium's operations.
Additional Notes: The position is based in Pemba, Mozambique, with a contract duration of 12 months, which is renewable based on performance and funding availability. The role requires travel of at least 30% of the time. The salary is graded at level 10 on NRC’s International salary scale.
