The position is located within the Fuel Unit of the Warehouse and Commodity Management Section of the United Nations Missions in South Sudan (UNMISS). The UNMISS is a peacekeeping mission established by the United Nations to support the peace process in South Sudan. Job Overview:
The Associate Fuel Officer will play a crucial role in managing the supply of petroleum, oils, and lubricants (POL) to the mission. This position requires a proactive approach to ensure that all fuel-related operations are conducted efficiently and effectively. The officer will assist in the administration of outsourced contracts for POL and related services, ensuring compliance with contractual obligations. The role involves developing and implementing the Mission Fuel Fraud Prevention Plan and overseeing the operation of the Electronic Fuel Management System (EFMS). The Associate Fuel Officer will monitor fuel consumption, verify accuracy in reporting, and ensure that all POL products are accounted for. This position also entails supervising a team, conducting investigations into fuel consumption anomalies, and maintaining strategic reserves of fuel. The officer will be expected to analyze data related to fuel usage and provide insights for decision-making and reporting purposes. Overall, the Associate Fuel Officer will contribute significantly to the operational success of the Fuel Unit within UNMISS.

Duties and Responsibilities:
The duties and responsibilities of the Associate Fuel Officer include: assisting the Chief of Unit in managing fuel supply to the mission; administering outsourced contracts for POL; developing and implementing the Mission Fuel Fraud Prevention Plan; operating and updating the Electronic Fuel Management System (EFMS); monitoring fuel consumption and ensuring proper documentation; supervising the Fuel fraud and loss prevention Cell; investigating fuel consumption anomalies; maintaining strategic reserves of fuel; reviewing and authorizing bulk fuel requests; reconciling POL stock holdings; ensuring internal control systems are functioning effectively; reporting and maintaining electronic records; providing inputs on budget and acquisition planning; monitoring contract performance; liaising with the Contract Management Unit; collecting and analyzing data for trends; implementing the Unit's work program; supervising and training staff; and performing other related duties as required.

Required Qualifications:
The required qualifications for the Associate Fuel Officer position include a strong understanding of supply operations, practices, and contract management. Candidates should demonstrate professionalism, teamwork, and technological awareness. The ability to specify business rules in the supply area and to work collaboratively with colleagues is essential. Candidates must show persistence in problem-solving and remain calm under stress. A commitment to gender equality and the equal participation of women and men in the workplace is also required.

Educational Background:
Candidates must possess an advanced university degree (master’s degree or equivalent) in engineering (civil, chemical, mechanical), information technology (computer science), business administration, management, or related fields. Alternatively, a first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced degree. Additionally, a valid general driver's license is required, along with the ability to operate a manual-transmission light vehicle in 4x4 conditions. A certificate or diploma in computer science or information technology is mandatory, while a certificate or diploma in oil and gas is desirable.

Experience:
Candidates should have a minimum of two (2) years of progressively responsible experience in supply chain management, project/contract management, or logistics support, preferably in the field of petroleum products. Additionally, candidates must have at least two (2) years of professional experience in data analytics, enterprise resource planning tools (ERP), or another SAP-based application. Experience in managing electronic fuel systems analysis and support services for international peacekeeping or military operations is also desirable.

Languages:
Fluency in English is required for this position, as English and French are the working languages of the United Nations Secretariat. Knowledge of another official United Nations language is considered an advantage, enhancing the candidate's profile for the role.
