Job Overview:
The position of Consultant for Evaluation and Data Analysis is focused on supporting the impact evaluation of the Quito Metro, a significant infrastructure project in Ecuador. This role involves rigorous assessment of the project's effects on mobility, environmental, and socioeconomic outcomes. The consultant will be responsible for leading data collection and analysis, conducting impact evaluations, and quantifying the effects of the Quito Metro on economic activity and socioeconomic indicators. The consultant will work closely with the economic team of the IDB Representation in Ecuador and collaborate with various departments to generate evidence that informs policy decisions and guides future development initiatives in Latin America and the Caribbean.

Duties and Responsibilities:
The consultant will be tasked with building and maintaining databases relevant to the research dimensions, conducting on-site visits to governmental organizations for data processing, compiling electronic invoicing data from government entities, and managing access to restricted data from public institutions. They will independently coordinate data processing schedules, analyze and prepare data using advanced econometric methods, and implement difference-in-differences methodology to assess specific economic impacts of the project. Additionally, the consultant will prepare and present analytical reports and databases focusing on electronic invoicing and economic activity indicators, ensuring timely submission of deliverables as outlined in the payments timeline.

Required Qualifications:
Candidates must possess a master’s degree in economics, econometrics, or public policy, with advanced knowledge in data analysis and micro econometrics. They should have at least 5 years of experience in data analysis and impact evaluation, demonstrating the ability to work independently and manage tasks autonomously. Strong programming skills in R, Python, Stata, and QGIS/ArcGIS are essential, along with a solid understanding of key impact evaluation methods, particularly difference-in-differences and its variations. Effective communication skills are necessary to convey technical insights to non-technical audiences, and a commitment to continuous learning and adapting to new methodologies and tools is expected.

Educational Background:
The educational background required for this position includes a master’s degree in a relevant field such as economics, econometrics, or public policy. Candidates should have advanced knowledge in data analysis and micro econometrics, which is crucial for conducting thorough evaluations and analyses related to the Quito Metro project.

Experience:
The position requires a minimum of 5 years of experience in data analysis and impact evaluation. Candidates should demonstrate a proven ability to work independently and manage tasks autonomously, showcasing their expertise in conducting evaluations and analyzing complex data sets.

Languages:
Proficiency in Spanish and English, both spoken and written, is mandatory for this position. Additionally, knowledge of French and Portuguese is considered a valuable asset, enhancing the consultant's ability to communicate and collaborate in a diverse environment.

Additional Notes:
The type of contract for this position is Products and External Services Consultant (PEC), with a lump sum payment structure. The length of the contract is set for 12 months. Candidates must be citizens of Ecuador or citizens of one of the 48-member countries eligible to obtain a valid residency or legal permit to work in Ecuador without the need for sponsorship by the IDB. Furthermore, candidates must not have any family members working at the IDB, IDB Invest, or IDB Lab, up to the fourth degree of consanguinity and second degree of affinity, including spouses.
