Job Overview:
The National Consultant for Digital Government will play a crucial role in supporting the government of Laos in its digital transformation efforts. This position involves strategic coordination with various government bodies and UNDP offices to define digital government priorities and develop a comprehensive Digital Action Plan. The consultant will be responsible for organizing knowledge exchange sessions, supporting the development of a UN Country Team Joint Programme on Digital Transformation, and conducting capacity assessments of key government staff. The consultant will also be tasked with creating a competency framework, a capacity development plan, and a resource mobilization strategy to ensure effective implementation of digital initiatives. This role requires close collaboration with government agencies and stakeholders to enhance their capabilities in leading digital transformation planning and budgeting.

Duties and Responsibilities:
  • Provide strategic coordination on digital government initiatives, including advising on activities with key government ministries and UNDP offices.
  • Organize peer-to-peer knowledge exchange sessions with ASEAN counterparts to share best practices in digital government coordination.
  • Support the National Committee for Digital Transformation (NCDT) by delivering technical assistance and enhancing its role as a coordinating platform.
  • Conduct a skills audit of staff at the Ministry of Technology and Communications (MTC), Prime Minister's Office (PMO), and Ministry of Finance (MOF) to assess competencies for digital transformation.
  • Develop a competency framework and capacity development plan to strengthen the technical leadership of MTC, PMO, and MOF.
  • Create a comprehensive Planning Toolkit to assist ministries in developing their digital transformation plans.
  • Design and implement a Training of Trainers program for government staff to facilitate toolkit training.
  • Develop a resource mobilization strategy and prepare donor engagement materials to support priority investments in digital government.
  • Facilitate initial workshops and meetings with stakeholders to promote the Digital Government Action Plan and mobilize partner interest.

Required Qualifications:
The ideal candidate should possess a strong background in digital government, public administration, or a related field. They should have proven experience in strategic planning, capacity development, and stakeholder engagement. The candidate must demonstrate excellent communication and facilitation skills, with the ability to work collaboratively with diverse teams and government officials. Familiarity with international standards and best practices in digital transformation is essential. Additionally, the candidate should have a strong understanding of the socio-economic context of Laos and the challenges faced in implementing digital initiatives.

Educational Background:
A master's degree in public administration, information technology, digital transformation, or a related field is required. Candidates with additional certifications or training in project management, digital governance, or capacity development will be preferred. A strong academic background with relevant coursework in digital technologies and public policy will be advantageous.

Experience:
Candidates should have at least 5-7 years of relevant experience in digital government, public sector reform, or capacity development. Experience working with government agencies, international organizations, or development partners in a similar capacity is highly desirable. Proven track record in managing complex projects and delivering results in a timely manner is essential. Familiarity with the digital landscape in Southeast Asia and experience in conducting capacity assessments will be considered an asset.

Languages:
Fluency in English is mandatory, both written and spoken. Knowledge of Lao language is highly desirable, as it will facilitate communication with local stakeholders. Proficiency in additional languages relevant to the region may be considered an advantage.

This position is a full-time consultancy role with a contract duration from April 2026 to January 202
  • The consultant will be expected to work closely with government officials and UNDP teams, and may require travel within Laos for stakeholder engagements.
