Job Overview: The position of IC- National Consultant is focused on building the capacities of professional staff working in community centres that cater to persons with disabilities. The consultant will be responsible for assessing the current capabilities of the staff, identifying gaps in knowledge and skills, and developing tailored training programs to enhance their competencies. This role requires a deep understanding of the challenges faced by persons with disabilities and the ability to create inclusive environments that promote their rights and well-being. The consultant will work closely with community centre staff, stakeholders, and UNDP representatives to ensure that the training programs are effective and meet the specific needs of the community. The consultant will also be expected to monitor and evaluate the impact of the training initiatives, providing feedback and recommendations for continuous improvement.
Duties and Responsibilities:
Conduct a comprehensive assessment of the current capacities of professional staff at community centres for persons with disabilities.
Identify specific training needs and gaps in knowledge and skills among the staff.
Develop and implement tailored training programs aimed at enhancing the competencies of the staff.
Facilitate training sessions, workshops, and seminars to deliver the training content effectively.
Collaborate with community centre management and stakeholders to ensure the training aligns with the overall goals of the centres.
Monitor and evaluate the effectiveness of the training programs, collecting feedback from participants and making necessary adjustments.
Prepare detailed reports on the training activities, outcomes, and recommendations for future capacity-building initiatives.
Provide ongoing support and guidance to staff post-training to ensure the application of new skills and knowledge in their daily work.
Required Qualifications:
Proven experience in capacity building and training development, particularly in the context of disability services.
Strong understanding of the rights and needs of persons with disabilities.
Excellent facilitation and communication skills, with the ability to engage diverse audiences.
Experience working with community-based organizations and stakeholders in the disability sector.
Ability to work independently and collaboratively in a team environment.
Strong analytical and problem-solving skills to assess training needs and evaluate program effectiveness.
Educational Background: A minimum of a Master's degree in Social Work, Education, Disability Studies, or a related field is required. Additional certifications in training and development or disability advocacy will be considered an asset.
Experience: At least 5 years of professional experience in capacity building, training, or consultancy roles, specifically related to disability services and community development. Experience working with international organizations or NGOs is highly desirable.
Languages: Fluency in English is mandatory. Knowledge of Albanian or other local languages is an advantage, as it will facilitate communication with community centre staff and stakeholders.
Additional Notes: This position is an individual contractor role, and the contract duration will be specified upon selection. The consultant is expected to work full-time during the contract period, with flexibility in scheduling training sessions. Compensation will be based on the consultant's qualifications and experience, in accordance with UNDP's policies. The position is open to both national and international candidates.
