Job Overview:
The Safety and Security Officer's primary role is to support the implementation of NRC activities in the Gaza Area Office. This position is crucial for ensuring the safety and security of NRC staff and assets in Gaza. The officer will implement relevant policies and procedures, assist in identifying risk management measures, and ensure their execution. The role involves conducting regular security risk assessments, providing safety and security updates, and ensuring adherence to NRC’s safety and security risk management plans. The officer will also contribute to the implementation of Safe and Inclusive Programming Minimum Standards across the area of work, ensuring that all NRC operations are conducted in a safe and secure manner.

Duties and Responsibilities:
The Safety and Security Officer will have a range of responsibilities including: ensuring adherence to NRC’s safety and security risk management plans, implementing these plans at the field level, conducting regular security risk assessments to identify safety needs, ensuring that Minimum Operating Security Standards (MOSS) are implemented, providing regular updates on safety and security, scheduling and delivering training in the Area Office, assisting in conducting desk assessments and security risk assessments workshops, monitoring local news and preparing bulletins on developments, tracking inventory relevant to MOSS, supporting movement planning and tracking, conducting orientation for new team members, maintaining the Area Office HSS filing system, staying aware of the political and military situation, reporting significant events to the HSS Coordinator, maintaining safety and security training records, supporting the preparation and scheduling of HSS trainings, drafting security and safety frameworks, updating the phone communication tree, processing permits in coordination with HSS and Logistics staff, and undertaking other reasonable tasks assigned by management.

Required Qualifications:
Candidates must possess experience working in a security and access role within a humanitarian or recovery context. Strong administrative and organizational skills are essential, along with previous experience in complex and volatile environments. The position requires at least two years of relevant experience in security with international non-governmental organizations (INGOs) or United Nations (UN) agencies. A relevant tertiary degree is necessary, along with excellent analytical skills. Candidates should have experience with security and safety management processes in a humanitarian INGO context, excellent interpersonal and communication skills, and the ability to work under pressure and manage stress effectively. Fluency in both Arabic and English is mandatory, and reliability and organizational skills are highly valued.

Educational Background:
A relevant tertiary degree is required for this position. This educational background should ideally be complemented by training or coursework related to security management, humanitarian assistance, or a related field that equips the candidate with the necessary analytical and operational skills to perform effectively in a security role within a humanitarian context.

Experience:
The position requires at least two years of relevant experience in a security role, specifically within the context of international non-governmental organizations (INGOs) or UN agencies. Candidates should have a proven track record of working in security and access roles, particularly in humanitarian or recovery settings, demonstrating their ability to navigate complex and volatile environments effectively.

Languages:
Fluency in both Arabic and English is mandatory for this position. This bilingual requirement ensures effective communication within the team and with local stakeholders. Additional language skills may be considered an asset but are not mandatory.

Additional Notes:
The contract duration for this position is 6 months, with working hours set at 40 hours per week from Sunday to Thursday. The salary and benefits will be in accordance with NRC’s salary scale and terms and conditions, specifically tailored for the Gaza Duty Station. The position is open to residents of the Gaza Strip only, and the start date is as soon as possible.
