Job Overview:
The Program Development and Grants Manager will play a crucial role in supporting the Deputy Country Director (DCD) by focusing on new business development and coordinating with the Program Leadership Team (PLT). This position involves overseeing proposal development processes, securing new programs, and ensuring compliance with donor requirements. The Manager will also be responsible for the timely submission of high-quality donor reports and communication materials. The role requires strategic thinking and collaboration with various stakeholders to align with Mercy Corps' Global Strategy and the country office strategy, ensuring effective implementation of programs that address community needs.

Duties and Responsibilities:
The duties and responsibilities of the Program Development and Grants Manager include:
  • Collaborating with the DCD and senior program members to align with Mercy Corps' Global Strategy and country office strategy.
  • Participating as a member of the Senior Management Team (SMT) and Program Leadership Team (PLT) to provide input on policies and cross-departmental collaboration.
  • Supporting portfolio leads in developing sector strategies and updating capacity statements.
  • Engaging in donor meetings and consultations to foster long-term relationships.
  • Leading the proposal development process for funding opportunities, ensuring compliance with safeguarding standards.
  • Maintaining online grant filing systems and monitoring program performance.
  • Overseeing reporting workflows and ensuring quality submissions to donors.
  • Supervising Grants Management Officers and developing their capacity.
  • Ensuring compliance with security" style="border-bottom: 1px dotted #007bff !important;">security procedures and policies.

Required Qualifications:
Candidates must possess exceptional English writing skills, particularly in proposal development, and have 3 to 5 years of progressive work experience in grants or portfolio management. Familiarity with US, EU, and other donor regulations is essential, along with strong planning, management, and coordination skills. Experience in managing staff and working in multicultural, high-stress environments is required. A BA degree is mandatory, while an MA is preferred. Experience in conflict and post-conflict environments in the Middle East is considered a plus.

Educational Background:
The educational background required for this position includes a minimum of a BA degree, with a preference for candidates holding an MA. The degree should ideally be in a relevant field that supports the functions of program development and grants management.

Experience:
The position requires candidates to have 3 to 5 years of progressive work experience in grants or portfolio management. This experience should include familiarity with donor regulations and the ability to manage multiple tasks effectively in a high-pressure environment. Experience in conflict and post-conflict settings, particularly in the Middle East, is advantageous.

Languages:
Fluency in English is mandatory, particularly in writing, as the role involves significant proposal development and reporting. Knowledge of additional languages relevant to the region may be considered beneficial but is not explicitly required.

The position is based in Erbil, Iraq, with up to 20% travel required. It is classified as unaccompanied and eligible for hardship and rest and recuperation (R&R) benefits.
