Job Overview:
The Programme Officer (Legal and Transitional Justice) will play a crucial role in supporting the development and implementation of the IOM Iraq country office’s resource mobilization and external liaison functions. This position is vital in responding to new and emerging challenges faced by IOM Iraq. The officer will work under the overall supervision of the Deputy Chief of Mission and the direct supervision of the Programme coordinator" style="border-bottom: 1px dotted #007bff !important;">Support Coordinator. The role involves assisting in project development, reporting, and fundraising actions, as well as internal coordination and knowledge management. The Programme Officer will contribute to IOM Iraq’s fundraising priorities by providing inputs for the development of new results-based programmes, concept notes, and project proposals. This position requires close coordination with Program Managers, the Executive Office, and the Regional Office to ensure alignment with IOM’s global, regional, and country strategies. The officer will also be responsible for ensuring compliance with donor interests and requirements, supporting the endorsement process for project proposals and donor reports, and maintaining regular contact with donor relations counterparts. Additionally, the Programme Officer will engage with external partners, providing administrative and technical support for conferences, meetings, and other events related to donors and stakeholders. Knowledge management is also a key aspect of this role, requiring the officer to maintain accurate records of correspondence, project development, and reporting files.

Duties and Responsibilities:
The Programme Officer (Legal and Transitional Justice) will have a comprehensive set of duties and responsibilities, including but not limited to: assisting in the development and implementation of resource mobilization strategies; contributing to the alignment of project development with IOM’s global and regional strategies; ensuring compliance with donor requirements and IOM procedures; supporting fundraising actions through regular communication with donor relations counterparts; compiling activity reports and papers on IOM’s strategic approaches; providing administrative and technical support for external partner engagement; maintaining accurate records of project development and reporting; and performing any other duties as assigned by the supervisor. The officer will also be expected to contribute to the development of results-based programmes and project proposals that address emerging trends and priorities in the migration sector.

Required Qualifications:
Candidates must possess a Master’s degree in International Relations, International Development, Political or Social Sciences, Migration Studies, Law, or a related field from an accredited academic institution, along with two years of relevant professional experience. Alternatively, candidates with a University degree in the aforementioned fields and four years of relevant professional experience will also be considered. Accredited Universities are those listed in the UNESCO World Higher Education Database. The position requires a strong background in project development, donor relations, and grant management, particularly in the context of displacement and migration.

Educational Background:
The educational background required for this position includes a Master’s degree in relevant fields such as International Relations, International Development, Political or Social Sciences, Migration Studies, or Law from an accredited institution. Candidates with a University degree in these fields must have additional years of relevant professional experience to qualify. The educational qualifications must be from institutions recognized by the UNESCO World Higher Education Database, ensuring that candidates have a solid academic foundation to support their professional responsibilities.

Experience:
Candidates should have a minimum of two years of relevant professional experience in supporting results-based project development and reporting, technical writing, and editing, preferably within the international development or humanitarian sector. Experience in donor relations, proposal development, and grant management in the displacement and migration sector is essential. Previous work experience with a United Nations Agency, Fund, or Programme, along with knowledge of the UN Common System, is also required. Familiarity with foreign government funding mechanisms and issues related to migration, livelihoods, and stabilization in the Middle East or Iraq is crucial for this role.

Languages:
Fluency in English is mandatory for this position, both oral and written. IOM’s official languages include English, French, and Spanish, and all staff members are required to be proficient in one of these languages. A working knowledge of Arabic and another official UN language (such as Chinese, French, Russian, or Spanish) is considered an advantage. Language proficiency will be evaluated during the selection process, which may include written and/or oral assessments to ensure candidates meet the necessary communication standards.

Additional Notes:
This position is classified as a Special Short Term Graded contract for an initial duration of 6 months, with the possibility of extension based on performance and funding availability. The recruitment process is expedited and is open only to internal candidates and former IOM staff members who were separated in the last 12 months due to structural adjustments. The position is full-time and requires international mobility. Candidates must be medically fit for appointment and meet any residency or visa requirements. The selection process may also be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar roles for a period of 24 months. IOM has a zero-tolerance policy regarding conduct incompatible with the aims and objectives of the United Nations and IOM, including discrimination and harassment.
