Job Overview:
The HR Support Services Officer position is crucial for delivering a comprehensive range of HR support services within the World Food Programme. The role involves ensuring the accurate implementation of WFP policies and procedures while facilitating the effective functioning of client-focused and strategy-oriented HR services. The officer will be responsible for addressing complex HR queries, supporting the development of junior staff, and identifying evolving organizational needs to recommend improvements in HR processes. This position requires a proactive approach to analyze and respond to various internal and external queries, ensuring that clients are well-informed and that HR activities align with WFP's broader objectives. The officer will also play a key role in onboarding new staff, preparing complex HR documentation, and maintaining confidential personnel records, all while ensuring compliance with established standards and deadlines. This role is integral to enabling WFP to respond efficiently to crises and support its mission of providing humanitarian assistance.

Duties and Responsibilities:
  • Provide assistance on a wide range of complex HR queries and follow up actions to ensure consistent and high-quality HR services are delivered to clients.
  • Allocate responsibilities and support on-the-job learning and development of junior support staff, ensuring they have adequate knowledge of HR systems and procedures required to perform their duties.
  • Identify evolving needs of the organization and recommend changes in HR processes and procedures to support improvements in HR services.
  • Analyze and respond to various internal and external queries to ensure that clients are well-informed and that HR team activities are aligned with broader WFP objectives.
  • Review and compile a variety of data on staff recruitment and selection, contractual conditions, entitlements, performance and training requirements, workforce, etc., to support analysis and reporting needs.
  • Support activities in the areas of work allocated by the professional officer in compliance with relevant processes and procedures.
  • Support and deliver onboarding for new staff joining WFP, ensuring that relevant processes are followed and the conditions of terms of service are explained and understood.
  • Prepare a range of complex HR documentation required for the specific area of work, ensuring accuracy and meeting established deadlines.
  • Use HR management systems for reviewing, entering, and updating a variety of HR data, including monitoring various deadlines (e.g., contract expiration, PACE, etc.), ensuring compliance with established deadlines and accuracy of HR data. 1
  • Co-ordinate the maintenance of confidential personnel records, HR databases, and archives to ensure data and files are accurately stored and updated in compliance with established standards. 1
  • Monitor staff deployment and handle related administrative actions, including preparation of reports, to support efficient HR service enabling WFP to respond quickly to a crisis.

Required Qualifications:
The position requires completion of secondary school education, along with a post-secondary certificate in a related functional area. Candidates should possess six or more years of progressively responsible work experience in the relevant business stream, particularly in general administrative work. Knowledge and skills in assessing financial health and stability of projects, as well as experience with WFP HR Services operating standards across various international humanitarian contexts, are essential. Additionally, candidates should have experience in providing training to new staff members within their area of expertise and supporting them with ad hoc queries.

Educational Background:
Candidates must have completed secondary school education and hold a post-secondary certificate in a related functional area. This educational background is essential for understanding the complexities of HR processes and procedures within the organization.

Experience:
The role requires six or more years of progressively responsible work experience in the relevant business stream, particularly in general administrative work. This experience should include familiarity with HR processes and the ability to handle complex HR queries effectively. Candidates should demonstrate a strong understanding of HR services in international humanitarian contexts and have experience in training and supporting new staff members.

Languages:
Fluency in English (level C) is mandatory for this position. Depending on the location of the post or area of responsibility, fluency (level C) or intermediate knowledge (level B) of another official language may also be required. For field positions, fluency in both oral and written communication in the UN language in use at the duty station and in the duty station’s language, if different, is necessary.
