Job Overview:
The Programme Officer (Partnerships & Localization) will play a crucial role in supporting the operational, administrative, and financial management of IOM Iraq’s partnerships. The position requires close collaboration with the Project Development, Reporting and Grants Management Officer, and involves monitoring project implementation, identifying gaps, and suggesting improvements. The officer will participate in developing work plans, project budgets, and evaluation tools, ensuring compliance with IOM policies and donor requirements. This role also includes coordinating data collection and analysis, preparing project reports, and liaising with various stakeholders, including donors, local authorities, and civil society organizations. The officer will contribute to capacity-building activities and represent IOM at relevant forums, ensuring effective communication and collaboration with partners.

Duties and Responsibilities:
  • Assist in the coordination and monitoring of operational, administrative, and financial aspects of IOM Iraq’s partnerships.
  • Keep the supervisor informed on project implementation status and identify gaps for improvement.
  • Participate in developing and adjusting work plans, project budgets, and evaluation tools.
  • Coordinate data collection, verification, and analysis on project progress and achievements.
  • Update information management systems and prepare project-related materials.
  • Ensure timely preparation and dissemination of project reports according to IOM procedures.
  • Liaise with donors, partners, UN agencies, and local authorities to promote coherent engagement with local partners.
  • Contribute to planning and delivering capacity-strengthening activities for civil society and implementing partners.
  • Attend conferences, workshops, and interagency meetings to represent IOM. 1
  • Participate in preparing project proposals and communication products. 1
  • Undertake duty travel for project implementation and monitoring. 1
  • Perform other related duties as required.

Required Qualifications:
  • Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law, or related fields from an accredited institution with two years of relevant experience; or a Master’s degree in the same fields.
  • Experience in liaising with governmental authorities, UN agencies, and NGOs.
  • Familiarity with IOM’s operational procedures for partnership management.
  • Strong understanding of localization programming and IOM’s frameworks for partnerships.
  • Knowledge of UN and bilateral donor programming and financial regulations for implementing partners.

Educational Background:
Candidates must possess a Bachelor’s degree in relevant fields such as Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, or Law from an accredited academic institution. A Master’s degree in these fields is preferred and may substitute for some professional experience. Accredited universities are those listed in the UNESCO World Higher Education Database.

Experience:
Candidates should have at least two years of relevant professional experience, particularly in liaising with governmental authorities and working with vulnerable groups such as migrants and refugees. Experience in civil society organizations and familiarity with IOM’s operational procedures is highly advantageous. Prior work experience with international humanitarian organizations in a multicultural setting is also beneficial.

Languages:
Fluency in English, Kurdish, and Arabic is required for this position. Proficiency in these languages will be evaluated during the selection process, which may include written and oral assessments. Knowledge of additional languages, particularly French or Spanish, may be considered an asset but is not mandatory.

Additional Notes:
This position is subject to funding confirmation and may be used to staff similar roles in various duty stations. Recommended candidates will remain eligible for appointment in similar positions for 24 months. National Professional Officers must be nationals of the country of employment. The appointment will be contingent upon medical fitness certification and verification of residency and visa requirements.
