Job Overview: The Telecommunication Assistant plays a crucial role in supporting the telecommunications and IT infrastructure within the UNDP Country Office. This position is essential for ensuring that communication systems operate smoothly and efficiently, which is vital for the effective functioning of the UN agencies, funds, and programs co-located in the common premises. The incumbent is expected to provide high-quality technical support, manage network and infrastructure operations, and promote a client-oriented approach. The role involves a variety of tasks including the installation and maintenance of telecommunications equipment, troubleshooting issues, and ensuring that all communication systems are functioning optimally. The Telecommunication Assistant will also be responsible for monitoring network performance and providing advanced technical support for various communication technologies, thereby enabling the participating agencies to focus on their core mandates without disruptions.
Duties and Responsibilities: The duties and responsibilities of the Telecommunication Assistant include but are not limited to:
Network and Infrastructure Management: Install, maintain, and troubleshoot VHF, HF, and Microwave Radios, VSAT stations, and Video Teleconference (VTC) equipment. Maintain data/voice network infrastructure, including programming and maintaining Cisco routers and switches. Monitor performance of LAN, MAN, WAN, and high-speed Internet access facilities.
Service Desk Operations: Provide timely and efficient telecommunication operational support. Log problem calls or service requests in the automated tracking system and attempt to resolve issues on initial contact. Diagnose and resolve hardware, software, or connectivity problems.
Wide Area Network Operations: Monitor transmission performance of local and remote network nodes. Coordinate with leased line carriers and remote site technical support staff during facility failures.
Local Area Network Operations: Monitor LAN performance and assist in implementing ad-hoc support requirements. Maintain equipment inventory and provide remote operations and maintenance service.
Audio/Visual Conference Services: Install and configure audio and video conference hardware/software. Assist in meeting preparations and provide support and training for new users.
Asset and Inventory Management: Oversee inventory records and monitor physical inventory of ICT items.
Continuous Improvement: Contribute to the improvement of telecommunication processes and support digital transformation initiatives. Participate in training organization for CO staff on telecommunication issues.
Required Qualifications: The position requires a minimum of secondary education, with a university degree in Computer Science, Telecommunication Engineering, ICT, IT, Electrical & Electronics, or a related field being advantageous. Candidates should possess a minimum of 5 years of relevant work experience in telecommunications support, radio systems, call centers, helpdesks, or IT field operations if they have secondary education, or 2 years of experience if they hold a bachelor’s degree. Additionally, candidates should have a basic understanding of VHF/UHF radio communication concepts, the ability to operate and program handheld and mobile radios, and familiarity with radio programming software. Skills in using basic tools for diagnostics, maintaining records of issued radios, and providing first-line support to users are also required.
Educational Background: Candidates must have completed secondary education as a minimum requirement. A university degree (bachelor's degree) in a relevant field such as Computer Science, Telecommunication Engineering, ICT, IT, or Electrical & Electronics is preferred but not mandatory. This educational background is essential for understanding the technical aspects of telecommunications and IT infrastructure management.
Experience: Candidates should have a minimum of 5 years of relevant work experience in telecommunications support, radio systems, call centers, helpdesks, or IT field operations if they possess secondary education. If they hold a bachelor’s degree, a minimum of 2 years of relevant experience is required. This experience should demonstrate the candidate's ability to manage telecommunications systems effectively and provide technical support in a fast-paced environment.
Languages: Fluency in English and Kurdish is mandatory for this position. Knowledge of the Arabic language is considered a desirable asset, as it may enhance communication with a broader range of stakeholders and users within the region.
