Job Overview:
The position of WFP Oficial de Programas is designed to provide support to policy and program activities that effectively meet food assistance needs. The role involves contributing to the development of a variety of projects, plans, and processes, ensuring alignment with broader program policies and guidance. The successful candidate will provide project management support for specific programs and projects of considerable size and complexity, ensuring a coordinated approach that complies with WFP standards and procedures. This position requires the development and coordination of data gathering and monitoring systems, maintaining rigorous quality standards. Additionally, the role involves researching and analyzing a range of policy and operational issues to inform the development of policies, programs, and activities. The candidate will also contribute to the preparation of accurate and timely reports that enable informed decision-making and consistency of information presented to stakeholders. Effective collaboration with internal and external counterparts is essential to monitor ongoing projects and highlight potential risks to project delivery. The position also supports the identification and management of partnerships to improve food assistance packages and contributes to the capacity building of WFP staff, partners, and national government in responding to food assistance needs.

Duties and Responsibilities:

• Contribute to the development of a wide variety of projects, plans, and processes, ensuring alignment with wider program policies and guidance.
• Provide project management support to specific and defined programs and projects of considerable size and complexity, ensuring a coordinated approach with wider programs that comply with WFP standards and procedures.
• Develop and coordinate data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
• Research and analyze a range of policy and operational issues to inform the development of policies, programs, and activities.
• Contribute to the preparation of accurate and timely reporting on programs and activities that enable informed decision-making and consistency of information presented to stakeholders.
• Liaise with internal and external counterparts to ensure effective collaboration, monitor ongoing projects, and highlight potential risks to project delivery.
• Support the identification, development, and management of potential partnerships to collaborative work leading to improved food assistance packages.
• Support the capacity building of WFP staff, partners, and national government to prepare for and respond to food assistance needs, e.g., through providing inputs into training materials.
• Guide and supervise more junior staff, acting as a point of referral and supporting them with analysis and queries. 1

Required Qualifications:
Candidates must demonstrate a capacity to represent the organization in high-level technical and policy discussions with government authorities, development partners, and donors. They should possess the necessary technical expertise and leadership capabilities, along with a strong commitment to the principles of the United Nations Charter and the World Food Programme's core values of Integrity, Humanity, Commitment, Inclusion, and Collaboration. The successful candidate will be expected to consistently uphold these values and principles, lead by example, foster an ethical and respectful workplace culture, and promote these standards in all interactions with colleagues, partners, beneficiaries, and stakeholders.

Educational Background:
An advanced university degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences, or other fields relevant to international development assistance is required. Alternatively, a first university degree with additional years of related work experience and/or trainings/courses may be accepted.

Experience:
Candidates should have deepened technical knowledge through exposure to technical teams in areas such as security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food security, resilience, nutrition, emergency preparedness and response, climate adaptation, or socio-economic development. Experience in leading the implementation of programs/projects and providing input into policy discussions and decisions is desired. Additionally, experience working with national and subnational government institutions and supporting coordination mechanisms in humanitarian and development contexts is essential.

Languages:
Fluency in spoken and written Spanish and English (level C) is mandatory for this position. Candidates should be able to communicate effectively in both languages to fulfill the requirements of the role.

Additional Notes:
This position is based in La Paz, Bolivia, and reports to the Head of Office. The role may require frequent travel to field locations throughout Bolivia, including remote and hard-to-reach areas.
