Job Overview: The position of International Consultant for Institutional Analysis, Reengineering, and Strengthening involves collaborating with the Ministry to establish objectives, priorities, criteria, and the scope of institutional reengineering, considering the institutional vision, the new Educational Reform agenda, and the national context. The consultant will conduct a strategic diagnosis of the current institutional model, assessing its structure, functions, processes, coordination mechanisms, decision-making capabilities, resources, and integration with various instances of the Plurinational Educational System. The role requires identifying and prioritizing the main institutional gaps, challenges, and opportunities that affect the Ministry's ability to fulfill its regulatory role and respond to current and future sector priorities. This position is crucial for driving institutional transformation and ensuring that the Ministry can effectively implement educational reforms.
Duties and Responsibilities:
Collaborate with the Ministry to define objectives, priorities, and criteria for institutional reengineering.
Conduct a strategic diagnosis of the current institutional model, analyzing its structure, functions, processes, and decision-making mechanisms.
Identify and prioritize institutional gaps and challenges affecting the Ministry's capacity to fulfill its role.
Develop strategic recommendations and roadmaps for institutional transformation.
Facilitate participatory processes for analysis and decision-making.
Provide strategic advice to public entities and high-level decision-makers.
Ensure that the reengineering process aligns with the Ministry's institutional priorities and educational reform agenda.
Prepare detailed reports and presentations on findings and recommendations.
Engage with stakeholders to validate findings and recommendations throughout the process.
Required Qualifications: Minimum required qualifications include a Master's degree in public administration, public policy, organizational development, management, economics, law, education, social sciences, or a related field. Candidates must have at least 7 years of relevant professional experience in institutional diagnosis, reengineering, organizational strengthening, or public sector modernization. Demonstrated experience in strategic institutional transformation processes, including analysis of institutional and organizational models, is essential. Candidates should also have experience in formulating and evaluating transformation alternatives and strategic recommendations, as well as advising public entities and high-level decision-makers, preferably in institutional reform processes. Strong facilitation skills for participatory processes are also required.
Educational Background: Candidates must possess a Master's degree or equivalent in relevant fields such as public administration, public policy, organizational development, management, economics, law, education, social sciences, or other relevant disciplines. A strong academic background is essential to understand the complexities of institutional analysis and transformation.
Experience: The position requires a minimum of 7 years of relevant professional experience in areas such as institutional diagnosis, reengineering, and organizational strengthening. Candidates should have a proven track record in strategic institutional transformation, including experience in analyzing institutional models and advising high-level decision-makers in public entities. Experience in educational ministries or complex public institutions in Bolivia or Latin America is highly desirable.
Languages: Fluency in Spanish, both oral and written, is mandatory. Knowledge of additional languages is considered an asset, particularly if it relates to the context of educational systems in Bolivia or Latin America.
