Job Overview:
The position of Associate Monitoring and Evaluation (M&E) at WFP involves a critical role in coordinating the planning, implementation, and monitoring of M&E activities linked to the Country Strategic Plan (CSP) and other interventions of the Country Office. The selected candidate will be responsible for managing the collection, validation, consolidation, and analysis of qualitative and quantitative information to track results, indicators, corporate commitments, and reporting requirements. This role requires ensuring the quality, consistency, and integrity of data and analytical products developed by the unit. The Associate will provide technical guidance to programmatic units, field offices, partners, and stakeholders on M&E, accountability, and information management. The position also entails coordinating the development and implementation of methodologies and systems for M&E in accordance with WFP standards, generating evidence and information products to support operational and strategic decision-making, and leading monitoring missions and evaluations. The Associate will also be expected to represent the unit in various internal and external coordination spaces and prepare periodic reports on M&E activities.

Duties and Responsibilities:
Under the direct supervision of the Head of Office, the Associate will have the following responsibilities:

• Coordinate the planning, implementation, and monitoring of M&E activities related to the CSP and other interventions.
• Manage the collection, validation, consolidation, and analysis of qualitative and quantitative data for tracking results and reporting.
• Ensure the quality and integrity of data and analytical products.
• Provide technical guidance to programmatic units and partners on M&E and information management.
• Develop and implement methodologies and systems for M&E in line with WFP standards.
• Generate analysis and evidence to support decision-making.
• Coordinate with various units, government entities, UN agencies, and partners to ensure effective execution of M&E activities.
• Lead and participate in monitoring missions and evaluations.
• Follow up on the implementation of recommendations from evaluations and audits. 1
• Represent the unit in meetings and workshops as required. 1
• Prepare periodic reports on M&E activities and findings. 1
• Lead the M&E team and perform other related functions as assigned.

Required Qualifications:
Candidates must possess strong analytical skills, attention to detail, and the ability to work collaboratively in a team environment. Proficiency in data management and analysis tools is essential. The role requires excellent communication skills, both written and verbal, to effectively convey findings and recommendations. Candidates should demonstrate a commitment to WFP's values of integrity, collaboration, commitment, humanity, and inclusion. Familiarity with humanitarian principles and the context of food security and nutrition is highly desirable. Additionally, candidates should have experience in monitoring and evaluation methodologies and practices.

Educational Background:
A minimum of a bachelor’s degree in social sciences, statistics, international development, or a related field is required. A master’s degree in a relevant discipline is preferred and may be considered an advantage. Candidates should have a solid understanding of M&E frameworks and methodologies, as well as experience in data collection and analysis.

Experience:
Candidates should have at least three years of relevant professional experience in monitoring and evaluation, preferably within the humanitarian or development sectors. Experience working with international organizations or NGOs is highly desirable. Familiarity with WFP’s operations and programs will be considered an asset. The ability to work in a multicultural environment and adapt to changing circumstances is essential.

Languages:
Fluency in Spanish is mandatory, as the position is based in Bolivia. Proficiency in English is also required, and knowledge of additional languages such as Portuguese or indigenous languages spoken in Bolivia would be considered an asset.

This position is a full-time role based in La Paz, Bolivia. The contract duration is subject to organizational needs and funding availability.
