Job Overview:
The engineer" style="border-bottom: 1px dotted #007bff !important;">Civil Engineer position at WFP is crucial for the implementation of infrastructure investments aimed at enhancing disaster preparedness and resilience in Cambodia. The role involves providing technical leadership and oversight for the planning, design, procurement, contract management, and handover of safe evacuation sites in flood-prone and high-risk areas. The Civil Engineer will work closely with the National Committee for Disaster Management (NCDM), local authorities, contractors, and consultants, ensuring that all engineering works comply with approved standards and government regulations. This position is integral to WFP's Country Strategic Plan (CSP) 2024-2028, which focuses on saving lives, strengthening resilience, and enhancing security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food security and nutrition systems. The Civil Engineer will be responsible for ensuring that all construction activities adhere to international standards while considering local constraints and methods of work. Duties and Responsibilities:
The Civil Engineer will have a comprehensive set of responsibilities, including but not limited to: conducting detailed assessments and preparing technical reports; developing designs, including drawings, scope of works, technical specifications, and Bill of Quantities (BoQ); supporting tender processes in accordance with WFP manuals and standards; overseeing and monitoring project implementation on-site to ensure compliance with WFP specifications and international standards; performing day-to-day site supervision of contractor activities; reviewing and validating contractor designs and documentation; checking and approving test results for materials; maintaining detailed site records and progress reports; participating in weekly progress meetings; liaising with internal and external stakeholders; undertaking administrative tasks as required; providing guidance to contractors and design consultants; ensuring adherence to health and safety standards; supporting the commissioning and final handover process; and undertaking any other duties as assigned by the supervisor.

Required Qualifications:
Candidates must possess a minimum of 5 years of progressively responsible professional experience in civil engineering, preferably in rural development and/or humanitarian contexts. Experience in managing engineering design and construction contracts, including reviewing designs and contractor performance, is essential. Familiarity with working alongside government agencies and local authorities, particularly in rural infrastructure development projects, is highly desirable. Experience in disaster-resilient infrastructure and emergency preparedness facilities will be considered an advantage. Candidates should demonstrate strong technical skills and the ability to work collaboratively with various stakeholders.

Educational Background:
A first university degree in Civil Engineering or Architecture is required, with a specialization or postgraduate qualifications being desirable. Professional engineering certification and/or registration with a recognized engineering body is also preferred. Additional training in construction management, contract management, project management, or disaster-resilient infrastructure is advantageous and will enhance a candidate's profile.

Experience:
The position requires candidates to have at least 5 years of relevant experience in civil engineering, with a focus on progressively responsible roles. Experience in managing and overseeing engineering design and construction contracts is crucial, as is familiarity with rural development and humanitarian contexts. Candidates should have a proven track record of working with government agencies and local authorities, particularly in projects related to rural infrastructure development. Languages:

Additional Notes:
This position is offered as a WFP Service Contract for a duration of 12 months, with an immediate start date. There is no expectation of contract extension upon completion of the project tasks. The role is based in the Country Office in Phnom Penh, Cambodia, and will involve frequent field visits to various project sites.
