Job Overview: The Programme Technical Officer for Skills will play a crucial role in the TRIANGLE Partnerships for Fair and Effective Labour Migration in ASEAN programme, which is a five-year initiative funded by the Australian Department of Foreign Affairs and Trade (DFAT) and the Swiss Agency for Development and Cooperation (SDC). This position is designed to enhance the access of ASEAN migrant workers to skills development and protection, thereby improving the effectiveness of regular labor pathways. The Technical Officer will provide direct technical support to the programme, ensuring that ILO policies are promoted in the relevant technical areas. The role involves assisting in the implementation of skills development, certification, and recognition components of the programme across multiple countries, including Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Thailand, and Timor Leste. The incumbent will also be responsible for backstopping selected programme countries and will work closely with various stakeholders to achieve the programme's objectives.
Duties and Responsibilities: The Technical Officer will undertake a variety of duties and responsibilities, including: assisting the Programme Chief Technical Advisor (CTA) in implementing project activities related to skills development; providing technical advice and support to project staff and national partners; ensuring conformity with ILO policies and project strategies; coordinating with ILO specialists and external stakeholders; conducting research and preparing reports; developing training materials and conducting workshops; maintaining liaison with governments and organizations; promoting ILO policies and gender equality; and undertaking missions related to project implementation. The role requires a proactive approach to ensure effective implementation of national work plans and to promote best practices across the programme.
Required Qualifications: Candidates must possess an advanced university degree (Master's or equivalent) in economics, management, social science, or law. Alternatively, a first-level university degree (Bachelor's or equivalent) in a relevant field, combined with two additional years of relevant experience, will be accepted. The ideal candidate should have a strong understanding of ILO policies and procedures, particularly in relation to labor migration and skills development, and should demonstrate a commitment to promoting gender equality and disability equity.
Educational Background: The educational background required for this position includes an advanced university degree in a relevant field such as economics, management, social science, or law. A first-level university degree in one of these fields, along with additional relevant experience, may also be considered acceptable. This educational foundation is essential for understanding the complexities of labor migration and skills development within the context of the ILO's mission.
Experience: Candidates should have at least five years of professional experience, including a minimum of two years of field experience. Experience in skills development, certification, and recognition, as well as familiarity with human rights frameworks and international labor standards related to labor migration, will be prioritized. Knowledge in areas such as private sector engagement and climate change is considered an advantage. The candidate should also have experience working with ILO constituents and NGOs, promoting gender equality and disability equity within interventions.
Languages: Excellent knowledge of English is mandatory for this position. Proficiency in additional languages relevant to the ASEAN region may be considered an asset, as it would enhance communication and collaboration with diverse stakeholders across the programme's target countries.
