National Consultant - DHIS 2 Transition Coaching and Supervision

Job Overview:
The National Consultant will play a crucial role in supporting the Department of Planning and Health Information (DPHI) in Cambodia to implement the workplan under the GAVI innovation top-up grant. This position focuses on facilitating the transition to the new Health Management Information System (HMIS) platform, DHIS2, and enhancing the use of data for actionable insights. The consultant will be responsible for tracking, reporting, and documenting HMIS transition activities, ensuring that the new system is effectively integrated into public health facilities across the country. The consultant will also engage in coaching and supervision activities, develop user guides, and support the training of health officers on the DHIS2 platform. This role requires a deep understanding of health information systems and the ability to work collaboratively with various stakeholders to ensure the successful implementation of digital health initiatives in Cambodia.

Duties and Responsibilities:
The consultant will have a comprehensive set of responsibilities, including:

• Following up on coaching and supervision for the DHIS2 based HMIS, including creating a register of feedback and issues, supporting the collection of financial documents, and aiding in the user-centered design process for data use tools.
• Supporting additional transition activities for DHIS2 institutionalization, which involves assisting DPHI in developing the private sector HMIS form, providing orientation on the form to Provincial Health Departments (PHD), and developing user guides and job aide materials.
• Participating in Health Systems team activities, which includes reporting weekly to the Health Systems coordinator, participating in internal meetings, and preparing monthly activity reports. The consultant will also be expected to travel to provinces as required to support the implementation of these activities.

Required Qualifications:
Candidates must possess a first university degree (bachelor’s degree) in computer science, engineering, or a related field. An advanced university degree (master’s degree) in information technology engineering or a related field is desirable. Additionally, candidates should have a minimum of 7 years of work experience in health information systems development, information management, and database development. Experience working with international organizations and specific knowledge of the transition to the DHIS2 platform in Cambodia is also desirable. Strong reporting and communication skills are essential, along with experience in developing training materials and conducting training sessions.

Educational Background:
The educational background required for this position includes a first university degree (bachelor’s degree) in computer science, engineering, or a related field. An advanced degree (master’s degree) in information technology engineering or a related field is preferred, as it demonstrates a higher level of expertise and understanding of the complexities involved in health information systems and digital health initiatives.

Experience:
The position requires a minimum of 7 years of relevant work experience in health information systems development, information management, and database development. Candidates should have a proven track record of working in the health sector, particularly in the context of transitioning health management information systems to new platforms like DHIS

• Experience with international organizations is an advantage, as it indicates familiarity with global health standards and practices.

Languages:
Fluency in English and Khmer is essential for this role, as the consultant will need to communicate effectively with local stakeholders and produce documentation in both languages. Proficiency in other local languages in Cambodia is considered desirable, as it may enhance communication with diverse communities and health workers.

Additional Notes:
The consultancy is expected to last for 6 months on a full-time basis, with a remuneration of USD 2,400 per month. The consultant will work on-site one day a week at the WHO country office in Phnom Penh and four days a week at the Ministry of Health, Department of Planning and Health Information. Travel to provinces may be required as part of the consultancy. Candidates should be aware that WHO has a zero-tolerance policy towards sexual exploitation and abuse, and all members of the workforce are expected to adhere to the highest ethical standards. Additionally, candidates must confirm their vaccination status as required by WHO before undertaking any assignments.
