Job Overview:
The Lead engineer" style="border-bottom: 1px dotted #007bff !important;">Civil Engineer will play a crucial role in the planning, design, procurement, construction, and quality assurance phases of infrastructure investments aimed at enhancing disaster preparedness and emergency response capacities in Cambodia. This position is part of a program funded by the U.S. Global Award, which focuses on strengthening national and sub-national capacities for disaster preparedness and anticipatory action. The Lead Civil Engineer will be responsible for providing technical leadership in the construction of multi-purpose safe evacuation centers and related infrastructure, ensuring compliance with WFP engineering standards and national regulations. The role requires collaboration with government counterparts, contractors, and WFP teams to ensure timely and quality delivery of infrastructure projects that align with the organization's objectives and contribute to the overall mission of achieving Zero Hunger and enhancing resilience in vulnerable communities.

Duties and Responsibilities:
The Lead Civil Engineer will undertake a variety of tasks, including providing technical leadership and advisory support for disaster preparedness infrastructure projects, leading engineering project management activities, reviewing engineering concepts and feasibility studies, conducting site assessments, preparing technical specifications and tender documentation, ensuring quality assurance throughout procurement and construction processes, monitoring contractor performance, preparing technical reports and risk assessments, liaising with stakeholders, and providing capacity strengthening to government counterparts. The engineer will also contribute to emergency preparedness activities by offering engineering expertise and recommendations related to disaster-affected infrastructure.

Required Qualifications:
Candidates must possess an advanced university degree in Civil Engineering, Structural Engineering, Construction Management, or a related field. Alternatively, a first university degree with additional relevant experience and/or advanced professional qualifications may be considered. Accreditation as a Professional Engineer or Chartered Engineer is required. Candidates should have a strong understanding of engineering principles, disaster-resilient design, and construction management.

Educational Background:
An advanced university degree in Civil Engineering, Structural Engineering, Construction Management, or a related engineering discipline is required. A first university degree with additional years of relevant experience and/or advanced professional qualifications may also be acceptable. Professional accreditation recognized by a national or international body is necessary for this role.

Experience:
A minimum of 8 years of progressively responsible professional experience in civil engineering, infrastructure development, or construction management is required. Candidates should have demonstrated experience managing public infrastructure projects, including design, procurement, and quality assurance. Experience working with government institutions and stakeholders in humanitarian or development contexts is highly desirable, as is experience in disaster risk reduction and resilience-building programs.

Languages:
Fluency in English is mandatory for this position. Proficiency in additional languages may be considered an asset, particularly in the context of working with local communities and stakeholders.
