Job Overview:
The Technical Expert (Gender, Climate Change, and Biodiversity) position is crucial for advancing gender equality and social inclusion within the context of climate change and biodiversity policies in Cambodia. The expert will provide technical assistance to government institutions, particularly the Ministry of Environment and its Gender Mainstreaming Action Group (GMAG). The role involves integrating gender-responsive methodologies into climate change and biodiversity strategies, enhancing institutional capacities, and supporting the implementation and monitoring of gender-responsive actions under national frameworks such as the NDC 3.0, National Adaptation Plan (NAP), and National Biodiversity Strategy and Action Plan (NBSAP). The expert will work closely with various stakeholders to ensure that gender considerations are embedded in policy development and implementation processes.

Duties and Responsibilities:
The Technical Expert will undertake a variety of tasks, including refining and validating the review of national climate change and biodiversity policies from a gender equality and social inclusion perspective. They will contribute to the development of policy briefs that summarize key findings and recommendations for strengthening gender mainstreaming in relevant sectors. The expert will support the Programme Advisor by providing inputs to the GMAG on gender-responsive methodologies, indicators, and data requirements for monitoring climate change actions. Additionally, they will review existing gender-sensitive methodologies and tools, assess capacity needs, and strengthen training materials related to gender, climate change, and biodiversity. The expert will facilitate stakeholder consultations, support technical discussions, and provide inputs for project implementation, monitoring, reporting, and coordination.

Required Qualifications:
Candidates must possess a university or technical degree in development studies, social sciences, environmental studies, or a related field, along with demonstrated expertise in gender mainstreaming and gender policy analysis. A minimum of 10 years of relevant experience in gender mainstreaming, social inclusion, climate change, biodiversity, or agriculture is required. Candidates should have a working knowledge of English at level C and must be nationals of Cambodia or residents with a valid work permit.

Educational Background:
The educational background required for this position includes a university or technical degree in fields such as development studies, social sciences, environmental studies, or related disciplines. This educational foundation should be complemented by practical experience in gender mainstreaming and policy analysis.

Experience:
The position requires at least 10 years of relevant experience in areas such as gender mainstreaming, social inclusion, climate change, biodiversity, or agriculture. Candidates should have a proven track record of working with government institutions or UN agencies, particularly in policy integration, capacity building, and training delivery.

Languages:
A working knowledge of English at level C is mandatory for this position. Proficiency in additional languages may be considered an asset, particularly if they are relevant to the local context or the stakeholders involved in the project.
